American Guinea Pigs in a Chinese Lab“This a global problem that will require global solutions, not more ignorant, nationalist fear-mongering.” So says a writer with an outfit called Popular Resistance about the coronavirus and President Trump’s response. In the midst of this Marxist drivel, President Trump offers a calm answer to a pandemic – protect our people and defend our borders.

The European Socialists, who have implemented open borders and hate the concept of national sovereignty, were caught off-guard. They are irate that Trump is closing America to their infected people and travelers. The Chinese, meanwhile, are angry that they are being blamed for a virus that emerged from their country – and perhaps from their lab.

It looks like key Trump White House personnel are coming to the conclusion that the Chinese communist authorities have their fingerprints all over this deadly disease.

AP reports that Trump’s national security adviser, Robert C. O’Brien, declared at a Heritage Foundation event that “this outbreak in Wuhan was covered up.” O’Brien, the author of a book critical of the foreign policy of Barack Hussein Obama, added that the communist regime’s cover-up “probably cost the world community two months” in responding.

In terms of the “outbreak,” the director of the White House’s Office of Science and Technology Policy, Kelvin Droegemeier, asked the National Academies of Sciences, Engineering, and Medicine to “rapidly” look into the origins of the virus.

The words “outbreak” and “cover-up” suggest that, in this growing crisis, something other than a natural occurrence of a virus emerging from somewhere in a food market is happening. The sending of the Droegemeier letter raises questions about Chinese claims about the origin of the virus.

In his talk to the nation on Wednesday night, President Trump accurately described the threat as a “foreign virus.” China doesn’t like that. This, too, suggests that the White House doesn’t buy all of the propaganda about the disease being an unfortunate and accidental development that just happens to have come out of a region in China with a top-secret bio lab.

Yet many news organizations are following the Chinese communist line that this is somehow a “global” problem that has nothing to do with China. Commentators are actually criticizing those who accurately describe the disease as the “Chinese virus” or the “Wuhan virus.”

Some are saying that the virus is a flu-like disease that will dissipate when the weather gets warmer. Others are not so sure. The Droegemeier letter to the National Academies of Sciences, Engineering, and Medicine notes the publication of a study claiming that the novel coronavirus has elements of HIV, the virus causing AIDS. While the paper was “widely-disputed” and withdrawn, he says we are all entitled to answers about the origin and nature of the virus.

As part of this review, Droegemeier could examine the published studies on the Communist Chinese chemical and biological warfare capabilities. A good place to start is Eric Croddy’s report, “China’s Role in the Chemical and Biological Disarmament Regimes.” Among other disclosures, he cites a Soviet defector, Ken Alibek, as saying that Soviet scientists concluded that outbreaks of hemorrhagic fever in China in the 1980s were caused by an accident in a lab “where Chinese scientists were weaponizing viral diseases.”

At the time of the publication of this paper, 2002, China didn’t even have a maximum containment (Biosafety Level 4) lab.   Such a Biosafety Level 4 lab is now in place in Wuhan, the Wuhan Institute of Virology. This is the place where the virus originated and the cover-up began. Nature magazine reports it is just one of five or more such labs scheduled to be built in China. The magazine quotes its own experts as saying that the SARS virus “has escaped from high-level containment facilities in Beijing multiple times…”

SARS is another virus that somehow “appeared” in China and spread. Perhaps it’s time to question how these viruses are “escaping” or “appearing” in China. But skepticism is in short supply at the major media outlets eager to find fault with Trump.

The Washington Post ran a story claiming that various “experts” have debunked the “fringe theory linking China’s coronavirus to weapons research.” But that’s not what the experts were actually quoted as saying. The paper said that Milton Leitenberg, an expert on chemical weapons at the University of Maryland, “had discussed the possibility that weapons development at the Wuhan lab could have led to the coronavirus outbreak in a private email chain but that no one had found convincing evidence to support the theory.” One wonders what form “convincing evidence” would have to take. And how is this possible considering this is a communist regime known for lying, cheating and cover-ups?

Leitenberg then added “Of course, if they are doing bioweaponry, it is covert,” and reportedly said it was “unlikely” the Chinese were making such weapons at that lab.

So the theory that the virus came out of the lab has not been debunked. If it was a natural occurrence, why the cover-up? The Post doesn’t want to blame China because its culprit, for this and dozens of other perceived problems, is always Donald J. Trump. It wants to blame Trump for the impact of the Chinese virus without investigating why this keeps happening.

The Trump’s Administration’s failures in confronting the virus consist almost entirely in the reaction of the Medical Deep State, including the Centers for Disease Control, in quickly developing quick and easy testing procedures for the virus. Trump relied on these “professionals” and they were clearly not prepared.  Perhaps they had a naïve view of the communist regime and never imagined that a disease of this kind would emerge from China.

Trump’s trade adviser, Peter Navarro, wrote in his 2006 book,  The Coming China Wars: Where They Will Be Fought and How They Can Be Won, that China was a “disease incubator” because of its pollution problems. Now we fear that disease may have been turned into a weapon.

As citizens in a still-free society, we don’t have to wait for the “experts.” Common sense dictates there are just too many coincidences surrounding the appearance of this virus in a region with a controversial lab. Indeed, one doesn’t have to be an “expert” to come to the obvious conclusion that China is experimenting with these weapons and that the communists are treating us like guinea pigs.

Even before this virus is contained, our country has to get back to the business of containing China itself. Our survival as a nation depends on it.

Canadian Prime Minister Justin Trudeau’s wife, Sophie Gregoire Trudeau, began exhibiting flu-like symptoms after returning from a speaking engagement in the U.K.

Mrs. Trudeau has now been confirmed to be infected with the Chinese Coronavirus.

Surprisingly, sources tell CTV News  the couple’s children are not showing symptoms and are not being quarantined.

CANADA – Canadian government officials announced Thursday night that Prime Minister Justin Trudeau’s wife, Sophie Grégoire Trudeau, tested positive for the coronavirus and “will remain in isolation for the time being.”

They also said the prime minister “is in good health,” and his wife “is feeling well,” showing “mild” symptoms. (link)

Pelosi Plays Politics Puts “Forced Permanent Paid Sick Leave” Into Coronavirus Bill…


Speaker Nancy Pelosi is attempting to exploit the coronavirus issue to pass a litany of permanent laws inside what was supposed to be a temporary legislative bill to assist those economically impacted by the coronavirus mitigation efforts.

Two issues are stark: (1) permanent and mandatory paid sick leave; and (2) a massive and permanent increase in medicare spending to benefit health insurance companies.

Here’s one glaring problem: Under [Speaker Nancy] Pelosi’s bill, the Social Security Administration will be set up to administer the paid sick leave program. Now this will take more than six months, so it won’t work in time. It will also hamper the administration from putting out Social Security for those who need it right now that are in harm’s way,” he added.

“This will hurt the very population it’s supposed to be helping. It forces permanent paid sick leave for all businesses without exemptions and no sunsets.”

McCarthy’s comments came just before the bill — which would require employers to grant paid sick leave and bolster unemployment benefits, in addition to ensuring free diagnostic testing for the virus — was scheduled to come to the floor on Thursday, before lawmakers are slated to leave for a one-week recess.  (read more)

We think the hype about the coronavirus is overblown. Sure, it’s more dangerous than the average flu bug because nobody has had a chance build immunity. The old and infirm can die from it, but that has always been the case. Deaths caused by the flu have always happened.

President Trump calmly suggested some common sense things such as washing one’s hands, limiting one’s travel, and avoiding crowds.

Yet panic is in the air. Masks are selling out along with toilet paper. Neither will stop the virus. We are told we should have food and water stockpiled, which is not a bad idea regardless, but now some schools are closing and the NBA has suspended its season. The stock market has succumbed to the fear, but it was in a bull market bubble for far too long anyway.

The Democrats are eagerly using the issue to lambast Trump. This is not surprising considering heir ‘Russia collusion’ and ‘Ukraine bribery’ witch-hunts failed. The Democrats’ climate change hysteria has failed to generate sufficient fear, but the virus plays right into their hands.

The coronavirus will eventually evaporate under a hot summer sun as the flu does every year.

The globalists love a good crisis. They use them to undermine our freedom as well as our health.

Tom Hanks & Wife Test Positive & Trump Closes Travel with EU


The actor Tom Hanks said on Wednesday that he and his wife, Rita Wilson, have the coronavirus. They said they will remain in their apartment.

Meanwhile, President Trump has suspended all travel from the EU to the United States, with the exception of the UK. He did the same with China and the Democrats first called him a racist. Interestingly, has he actually used this as part of the trade problems with the EU?

The structure of the EU presents a serious economic risk. The USA will bail out the airlines. Will the EU do that as well when they refuse to allow money to flow from one member state to another — hence bail-ins? Will the EU standby and allow its airlines to go into bankruptcy?


Perhaps I should quickly write a program as anti-virus protection so your computer doesn’t get this coronavirus in digital version, which I am sure will be the next scare for the special price of only $9.95. 

The Cyclical Nature of Disease

COMMENT: I saw the claims that they spliced AIDS into the Coronavirus claiming this was somehow proof of a lab experiment. You correctly stated that was false. But these conspirators do not know anything about these diseases. The HIV-1 virus actually results in a decrease in influenza virus replication. I appreciate your restraint in all this craziness.

ANSWER: This does not appear to be a biological weapon. It is unlikely that it was a leak of that nature. Both SARS and MERS appeared with no remote connection to biological labs. However, there are labs that are looking at viruses for potential cures for all viruses. They are not engaged in biological weapon production. If this was a mistake and was some sort of leak, it is not likely a biological weapon. The only possibility is that it was a leak from a gene investigation lab. However, I really do not see the point of insisting this originated in a bio-lab. It is already mutating, which shows that even if it came from a lab, it is naturally evolving anyhow.

China’s crackdown is because of the criticism they had when SARS was discovered and they did not take measures to quarantine it. Those claiming this is proof it is far more dangerous is just not the case.

So I fail to see the argument that this is somehow engineered unless they are using that to claim it will not subside because it was manufactured. We will see if this peaks out in the April/May or July time period. That is the normal cyclical duration for any virus that can spread without physical contact as was the case with AIDS.

The HIV/AIDS epidemic comparison to other infectious diseases presents a different class of viruses. Normally, influenza and coronaviruses are self-limiting, as has been the case with the outbreaks of Ebola in Africa, Nipah in Malaysia, H5N1 influenza in Hong Kong, variant Creutzfeldt–Jakob (vCJD) diseases in the UK, and Legionnaire’s disease in the USA. However, it should be noted that four of these five examples are zoonoses, meaning that they have crossed from animals to humans. The fifth, Legionnaire’s disease, was helped by our creation of large artificial lungs, cooling units, and jacuzzis, which all provided an ideal environment for the propagation of a microbe that likes warm, humid, aerated conditions. HIV has a long, infectious, but unnoticed period of incubation which is not self-limiting. HIV also started as a zoonosis from primates yet it means of transmission was through sexual activity and needle-injecting drug use. It was also passed from a mother to a child at birth.

The US Surgeon General declared soon after the eradication of smallpox in 1977 that infectious diseases had been conquered, just as economists had believed that Keynesian Economics eradicated recessions and depressions. However, the cyclical nature of viruses has proven that they evolve and bounce back cyclically. We now see multi-drug resistant bacteria, the resurgence of tuberculosis, and the recurrence of typhus in places of war, such as Bosnia.

Back in 1546,  De Contagione (treatise on syphilis) was written more than 300 years before the germ theory of disease emerged. In that work, Girolamo Fracastoro wrote: “There will come yet other new and unusual ailments in the course of time. And this disease will pass away, but later it will be born again and be seen by our descendants.”

To me, this entire conspiracy about a biological weapon leak presents the very same danger as Keynesian Economics and climate change. It has served as a distraction from our understanding that there is a cyclical nature to viruses and we are not paying attention to the fact that this is also a natural process of the existence of viruses to thin the herd. We need not create one, nature will do that without our help as is the case with economics and climate change. Cycles are the nature to everything. Yet, we never seem to learn from the past. The SARS & MERS were 8.6 years apart.

 

 

I have provided the percent of the population being affected has not even reached 1/10th of one percent. When we look at this Coronavirus scare, it does not even compare to all the deaths taking place every single day from a host of other diseases nobody bothers to ever mention. This really makes me wonder just who is orchestrating this panic and is the purpose really to expand government powers?

The World Health Organization (WHO) made the announcement on Wednesday, March 11, 2020, that the Coronavirus is a “pandemic” which is actually not as bad as an Epidemic which is a term that describes any problem that has grown out of control. An epidemic is therefore defined as “an outbreak of a disease that occurs over a wide geographic area and affects an exceptionally high proportion of the population.” Consequently, an epidemic requires a high proportion of society to be infected and is an event in which a disease is actively spreading. That is clearly not the case with the coronavirus. since the proportion of society infected has not even reached 1/10th of one percent of the population.

In contrast, the term pandemic relates to geographic spread and is used to describe a disease that affects a whole country or the entire world. This has nothing to do with the proportion of the population that is infected.

The WHO has a financial incentive in declaring this a pandemic. It issued Pandemic Bonds paying 7% interest which now the WHO does not have to repay.

Tonight President Trump delivered an address to the nation on the issues surrounding the Coronavirus (COVID-19) pandemic. [Transcript and video below]

[Transcript] – THE PRESIDENT: My fellow Americans: Tonight, I want to speak with you about our nation’s unprecedented response to the coronavirus outbreak that started in China and is now spreading throughout the world.

Today, the World Health Organization officially announced that this is a global pandemic.

We have been in frequent contact with our allies, and we are marshaling the full power of the federal government and the private sector to protect the American people.

This is the most aggressive and comprehensive effort to confront a foreign virus in modern history. I am confident that by counting and continuing to take these tough measures, we will significantly reduce the threat to our citizens, and we will ultimately and expeditiously defeat this virus.

From the beginning of time, nations and people have faced unforeseen challenges, including large-scale and very dangerous health threats. This is the way it always was and always will be. It only matters how you respond, and we are responding with great speed and professionalism.

Our team is the best anywhere in the world. At the very start of the outbreak, we instituted sweeping travel restrictions on China and put in place the first federally mandated quarantine in over 50 years. We declared a public health emergency and issued the highest level of travel warning on other countries as the virus spread its horrible infection.

And taking early intense action, we have seen dramatically fewer cases of the virus in the United States than are now present in Europe.

The European Union failed to take the same precautions and restrict travel from China and other hot-spots. As a result, a large number of new clusters in the United States were seeded by travelers from Europe.

After consulting with our top government health professionals, I have decided to take several strong but necessary actions to protect the health and well-being of all Americans.

To keep new cases from entering our shores, we will be suspending all travel from Europe to the United States for the next 30 days. The new rules will go into effect Friday at midnight. These restrictions will be adjusted subject to conditions on the ground.

There will be exemptions for Americans who have undergone appropriate screenings, and these prohibitions will not only apply to the tremendous amount of trade and cargo, but various other things as we get approval. Anything coming from Europe to the United States is what we are discussing. These restrictions will also not apply to the United Kingdom.

At the same time, we are monitoring the situation in China and in South Korea. And, as their situation improves, we will reevaluate the restrictions and warnings that are currently in place for a possible early opening.

Earlier this week, I met with the leaders of health insurance industry who have agreed to waive all co payments for coronavirus treatments, extend insurance coverage to these treatments, and to prevent surprise medical billing.

We are cutting massive amounts of red tape to make antiviral therapies available in record time. These treatments will significantly reduce the impact and reach of the virus.

Additionally, last week, I signed into law an $8.3 billion funding bill to help CDC and other government agencies fight the virus and support vaccines, treatments, and distribution of medical supplies. Testing and testing capabilities are expanding rapidly, day by day. We are moving very quickly.

The vast majority of Americans: The risk is very, very low. Young and healthy people can expect to recover fully and quickly if they should get the virus. The highest risk is for elderly population with underlying health conditions. The elderly population must be very, very careful.

In particular, we are strongly advising that nursing homes for the elderly suspend all medically unnecessary visits. In general, older Americans should also avoid nonessential travel in crowded areas.

My administration is coordinating directly with communities with the largest outbreaks, and we have issued guidance on school closures, social distancing, and reducing large gatherings.

Smart action today will prevent the spread of the virus tomorrow.

Every community faces different risks and it is critical for you to follow the guidelines of your local officials who are working closely with our federal health experts — and they are the best.

For all Americans, it is essential that everyone take extra precautions and practice good hygiene. Each of us has a role to play in defeating this virus. Wash your hands, clean often-used surfaces, cover your face and mouth if you sneeze or cough, and most of all, if you are sick or not feeling well, stay home.

To ensure that working Americans impacted by the virus can stay home without fear of financial hardship, I will soon be taking emergency action, which is unprecedented, to provide financial relief. This will be targeted for workers who are ill, quarantined, or caring for others due to coronavirus.

I will be asking Congress to take legislative action to extend this relief.

Because of the economic policies that we have put into place over the last three years, we have the greatest economy anywhere in the world, by far.

Our banks and financial institutions are fully capitalized and incredibly strong. Our unemployment is at a historic low. This vast economic prosperity gives us flexibility, reserves, and resources to handle any threat that comes our way.

This is not a financial crisis, this is just a temporary moment of time that we will overcome together as a nation and as a world.

However, to provide extra support for American workers, families, and businesses, tonight I am announcing the following additional actions: I am instructing the Small Business Administration to exercise available authority to provide capital and liquidity to firms affected by the coronavirus.

Effective immediately, the SBA will begin providing economic loans in affected states and territories. These low-interest loans will help small businesses overcome temporary economic disruptions caused by the virus. To this end, I am asking Congress to increase funding for this program by an additional $50 billion.

Using emergency authority, I will be instructing the Treasury Department to defer tax payments, without interest or penalties, for certain individuals and businesses negatively impacted. This action will provide more than $200 billion of additional liquidity to the economy.

Finally, I am calling on Congress to provide Americans with immediate payroll tax relief. Hopefully they will consider this very strongly.

We are at a critical time in the fight against the virus. We made a life-saving move with early action on China. Now we must take the same action with Europe. We will not delay. I will never hesitate to take any necessary steps to protect the lives, health, and safety of the American people. I will always put the well-being of America first.

If we are vigilant — and we can reduce the chance of infection, which we will — we will significantly impede the transmission of the virus. The virus will not have a chance against us.

No nation is more prepared or more resilient than the United States. We have the best economy, the most advanced healthcare, and the most talented doctors, scientists, and researchers anywhere in the world.

We are all in this together. We must put politics aside, stop the partisanship, and unify together as one nation and one family.

As history has proven time and time again, Americans always rise to the challenge and overcome adversity.

Our future remains brighter than anyone can imagine. Acting with compassion and love, we will heal the sick, care for those in need, help our fellow citizens, and emerge from this challenge stronger and more unified than ever before.

President Trump Suspends Entry From EU Schengen Area – Outline of Travel Restrictions…


President Trump previously took executive action under sections 212(f) and 215(a) of the Immigration and Nationality Act, 8 U.S.C. 1182(f) and 1185(a), and section 301 of title 3, United States Code, to restrict entry from China, Hong Kong, Iran and South Korea.  Today President Trump is extending entry restrictions to the EU “Schengen Area”.

The EU nations impacted include: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland.

This is a prudent step because these are EU nations, under their collective assembly, who permit unrestricted travel without border enforcement or containment measures.

[The Proclamation ] – On January 31, 2020, I issued Proclamation 9984 (Suspension of Entry as Immigrants and Nonimmigrants of Persons Who Pose a Risk of Transmitting 2019 Novel Coronavirus and Other Appropriate Measures To Address This Risk). I found that the potential for widespread transmission of a novel (new) coronavirus (which has since been renamed “SARS-CoV-2” and causes the disease COVID-19) (“SARS-CoV-2” or “the virus”) by infected individuals seeking to enter the United States threatens the security of our transportation system and infrastructure and the national security.

Because the outbreak of the virus was at the time centered in the People’s Republic of China, I suspended and limited the entry of all aliens who were physically present within the People’s Republic of China, excluding the Special Administrative Regions of Hong Kong and Macau, during the 14-day period preceding their entry or attempted entry into the United States, subject to certain exceptions.

On February 29, 2020, in recognition of the sustained person-to-person transmission of SARS-CoV-2 in the Islamic Republic of Iran, I issued Proclamation 9992 (Suspension of Entry as Immigrants and Nonimmigrants of Certain Additional Persons Who Pose a Risk of Transmitting 2019 Novel Coronavirus), suspending and limiting the entry of all aliens who were physically present within the Islamic Republic of Iran during the 14-day period preceding their entry or attempted entry into the United States, subject to certain exceptions.

The Centers for Disease Control and Prevention (CDC), a component of the Department of Health and Human Services, has determined that the virus presents a serious public health threat, and CDC continues to take steps to prevent its spread. But CDC, along with State and local health departments, has limited resources, and the public health system could be overwhelmed if sustained human-to-human transmission of the virus occurred in the United States on a large scale.

Sustained human-to-human transmission has the potential to cause cascading public health, economic, national security, and societal consequences.

The World Health Organization has determined that multiple countries within the Schengen Area are experiencing sustained person-to-person transmission of SARS-CoV-2. For purposes of this proclamation, the Schengen Area comprises 26 European states: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland.

The Schengen Area currently has the largest number of confirmed COVID-19 cases outside of the People’s Republic of China. As of March 11, 2020, the number of cases in the 26 Schengen Area countries is 17,442, with 711 deaths, and shows high continuous growth in infection rates. In total, as of March 9, 2020, the Schengen Area has exported 201 COVID-19 cases to 53 countries. Moreover, the free flow of people between the Schengen Area countries makes the task of managing the spread of the virus difficult.

The United States Government is unable to effectively evaluate and monitor all of the travelers continuing to arrive from the Schengen Area. The potential for undetected transmission of the virus by infected individuals seeking to enter the United States from the Schengen Area threatens the security of our transportation system and infrastructure and the national security.

Given the importance of protecting persons within the United States from the threat of this harmful communicable disease, I have determined that it is in the interests of the United States to take action to restrict and suspend the entry into the United States, as immigrants or nonimmigrants, of all aliens who were physically present within the Schengen Area during the 14-day period preceding their entry or attempted entry into the United States. The free flow of commerce between the United States and the Schengen Area countries remains an economic priority for the United States, and I remain committed to facilitating trade between our nations.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States, by the authority vested in me by the Constitution and the laws of the United States of America, including sections 212(f) and 215(a) of the Immigration and Nationality Act, 8 U.S.C. 1182(f) and 1185(a), and section 301 of title 3, United States Code, hereby find that the unrestricted entry into the United States of persons described in section 1 of this proclamation would, except as provided for in section 2 of this proclamation, be detrimental to the interests of the United States, and that their entry should be subject to certain restrictions, limitations, and exceptions. I therefore hereby proclaim the following:

Section 1. Suspension and Limitation on Entry. The entry into the United States, as immigrants or nonimmigrants, of all aliens who were physically present within the Schengen Area during the 14-day period preceding their entry or attempted entry into the United States is hereby suspended and limited subject to section 2 of this proclamation.

Sec. 2. Scope of Suspension and Limitation on Entry.

(a) Section 1 of this proclamation shall not apply to:

(i) any lawful permanent resident of the United States;

(ii) any alien who is the spouse of a U.S. citizen or lawful permanent resident;

(iii) any alien who is the parent or legal guardian of a U.S. citizen or lawful permanent resident, provided that the U.S. citizen or lawful permanent resident is unmarried and under the age of 21;

(iv) any alien who is the sibling of a U.S. citizen or lawful permanent resident, provided that both are unmarried and under the age of 21;

(v) any alien who is the child, foster child, or ward of a U.S. citizen or lawful permanent resident, or who is a prospective adoptee seeking to enter the United States pursuant to the IR-4 or IH-4 visa classifications;

(vi) any alien traveling at the invitation of the United States Government for a purpose related to containment or mitigation of the virus;

(vii) any alien traveling as a nonimmigrant pursuant to a C-1, D, or C-1/D nonimmigrant visa as a crewmember or any alien otherwise traveling to the United States as air or sea crew;

(viii) any alien

(A) seeking entry into or transiting the United States pursuant to one of the following visas: A-1, A-2, C-2, C-3 (as a foreign government official or immediate family member of an official), E-1 (as an employee of TECRO or TECO or the employee’s immediate family members), G-1, G-2, G-3, G-4, NATO-1 through NATO-4, or NATO-6 (or seeking to enter as a nonimmigrant in one of those NATO categories); or

(B) whose travel falls within the scope of section 11 of the United Nations Headquarters Agreement;

(ix) any alien whose entry would not pose a significant risk of introducing, transmitting, or spreading the virus, as determined by the Secretary of Health and Human Services, through the CDC Director or his designee;

(x) any alien whose entry would further important United States law enforcement objectives, as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees, based on a recommendation of the Attorney General or his designee;

(xi) any alien whose entry would be in the national interest, as determined by the Secretary of State, the Secretary of Homeland Security, or their designees; or

(xii) members of the U.S. Armed Forces and spouses and children of members of the U.S. Armed Forces.

(b) Nothing in this proclamation shall be construed to affect any individual’s eligibility for asylum, withholding of removal, or protection under the regulations issued pursuant to the legislation implementing the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, consistent with the laws and regulations of the United States.

Sec. 3. Implementation and Enforcement. (a) The Secretary of State shall implement this proclamation as it applies to visas pursuant to such procedures as the Secretary of State, in consultation with the Secretary of Homeland Security, may establish. The Secretary of Homeland Security shall implement this proclamation as it applies to the entry of aliens pursuant to such procedures as the Secretary of Homeland Security, in consultation with the Secretary of State, may establish.

(b) Consistent with applicable law, the Secretary of State, the Secretary of Transportation, and the Secretary of Homeland Security shall ensure that any alien subject to this proclamation does not board an aircraft traveling to the United States.

(c) The Secretary of Homeland Security may establish standards and procedures to ensure the application of this proclamation at and between all United States ports of entry.

(d) An alien who circumvents the application of this proclamation through fraud, willful misrepresentation of a material fact, or illegal entry shall be a priority for removal by the Department of Homeland Security.

Sec. 4. Termination. This proclamation shall remain in effect until terminated by the President. The Secretary of Health and Human Services shall recommend that the President continue, modify, or terminate this proclamation as described in section 5 of Proclamation 9984, as amended.

Sec. 5. Effective Date. This proclamation is effective at 11:59 p.m. eastern daylight time on March 13, 2020. This proclamation does not apply to persons aboard a flight scheduled to arrive in the United States that departed prior to 11:59 p.m. eastern daylight time on March 13, 2020.

Sec. 6. Severability. It is the policy of the United States to enforce this proclamation to the maximum extent possible to advance the national security, public safety, and foreign policy interests of the United States. Accordingly:

(a) if any provision of this proclamation, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this proclamation and the application of its provisions to any other persons or circumstances shall not be affected thereby; and

(b) if any provision of this proclamation, or the application of any provision to any person or circumstance, is held to be invalid because of the lack of certain procedural requirements, the relevant executive branch officials shall implement those procedural requirements to conform with existing law and with any applicable court orders.

Sec. 7. General Provisions. (a) Nothing in this proclamation shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This proclamation shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This proclamation is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
