The lack of discipline in western culture today is rampant and not just in the EU, it’s part of the progressive movement unleashing all animal feelings as a right which leads to no self control which is the hall mark of civilization. Without order there is no civilization and we are reduced to base animal behavior and that is never ever good for anyone!
