Dr. Jonathan. Gruber’s comments about the people being to stupid to understand how they were being manipulated when Obamacare was passe is commonly though to mean that Gruber was referring to the Civilian population e.g. the voters.

However I don’t think that is a correct assumption since the American voters never wanted Obama-care and it never had majority approval. I think he was talking about the Democratic Senators and Representatives like Harry Reid and Nancy Pelosi who voted for it without reading it — not that either one would have been smart enough to understand what Gruber did.
