President Trump Signs an Executive Order Triggering U.S. Reciprocal Tariffs Toward all Trade Partners

Today, President Donald J Trump signed an executive order triggering the first ever system of “reciprocal trade tariffs,” a seismic change in U.S. trade policy that will also consider the respective nation’s VAT (Value Added Tax) tariff.

Within the executive order [as outlined], the Secretary of Commerce and the United States Trade Representative will consider foreign industry subsidies, and non-monetary tariff barriers as part of the determination of the tariff levied.  This is a stunning shift in U.S trade agreements that will cut through all the angles being deployed to avoid U.S. tariffs and block U.S exports into their country.

The policy will pressure foreign nations to lower their trade barriers to U.S. goods and eliminate disparity in foreign trade agreements.  One big example will be the impact on the EU through the continuing Marshall Plan.  The EU will now face reciprocal tariffs and no longer benefit from one-way tariff acceptance. There are obviously no tariffs on products made inside the USA.

With “reciprocal tariffs” the Commerce Dept and USTR will now determine the trade imbalances with each individual country and will evaluate each FTA (Free Trade Agreement), one-by-one to deconflict the trade imbalance.  Direct tariffs, subsidies, regulatory hurdles, non-monetary trade barriers and hidden export subsidies will be addressed as part of the reciprocity evaluation.  This is a completely new dynamic in the era of modern global trade and economics.

During the executive order signing event, President Trump took questions from the media. WATCH:

Between now and April 1st, each individual trade agreement will be evaluated with consideration for all facets of the cost for American companies to export to the evaluated nation.  Direct tariffs, Value Added Taxes (VAT), state subsidies and non-monetary regulatory tariff barriers, will be determined for each nation.  That nation will then be made aware of the tariff against each sector within their export system to the United States.

Effective April 2, 2025, President Trump will then have the tariff data provided by the USTR and Secretary of Commerce. President Trump will determine when the reciprocal tariff will be triggered and will likely engage in discussions with the leaders of the foreign nations.

These fireside chat-style impromptu pressers during executive order signings are awesome.  The revolutionary change in government transparency and communication is, well, quite literally historic and stunning.  The media can ask questions in real-time as the specific policy is implemented and explained, while simultaneously the ability of the media to shape an anti-Trump policy narrative is removed.

(Via ABC) – President Donald Trump on Thursday signed a memo calling on his administration to determine “the equivalent of a reciprocal tariff with respect to each foreign trading partner.”

“In other words, we’re going to customize the reciprocal tariff based on individual trading nations, and that will depend on their profile,” a senior administration official said on a call with reporters previewing the action.

This means the administration plans to impose tariffs on other countries that match the duties they impose on American products. The senior official says this allows the U.S. to “customize” the tariff to each trading partner based on their actions.

Trump previously announced tariffs on China, Mexico and Canada. While the 10% tariffs on China have been imposed, Trump paused the 25% tariffs on Canada and Mexico. Trump has also announced 25% tariffs on steel and aluminum that are expected to take effect next month.

Trump acknowledged “prices could go up somewhat short term” as a result of tariffs as he took reporters’ questions in the Oval Office. But he stressed Americans should expect jobs numbers to go up.  “There could be some short-term disturbance, but long term, it’s going to it’s going to make our country a fortune,” he said.

An administration official outlined five types of actions it will take into account in determining the reciprocal tariffs for trading partners.

They include tariffs imposed on U.S. products; unfair, discriminatory or extraterritorial taxes imposed by trading partners, including a Value Added Tax; cost to United States businesses, workers and consumers, including subsidies and burdens and regulatory requirements; exchange rates; as well as any other practice that USTR determines is an unfair limitation.

Key players in this action will include the commerce secretary and United States Trade Representative, in consultation with the treasury secretary and Homeland Security secretary. Trump has nominated Cantor Fitzgerald CEO Howard Lutnick to lead the Commerce Department and attorney Jamieson Greer to be the U.S. Trade Representative. (read more)

U.S. Senate Confirm RFK Jr as HHS Secretary: Vote 52-48 with Mitch McConnell as Lone Republican Against

Earlier today the U.S. Senate voted to confirm Robert F Kennedy Jr 52-48, with Senator Mitch McConnell (U-DC) the lone Republican joining all 47 Democrats to vote against him. Kennedy made pledges to protect existing vaccination programs in a bid to secure votes of hesitant lawmakers.

Completing the journey to align Make America Healthy Again (MAHA) with Making America Great Again (MAGA), Secretary RFK Jr will now run a Health and Human Services agency that coordinates more than $3 trillion in healthcare spending. Also under Secretary Kennedy are the Medicare and Medicaid programs that provide health insurance for over 140 million Americans, along with the National Institutes of Health.

During his swearing in ceremony RFK Jr pledged to work to end chronic disease. Previously Kennedy said he wants to break any ties between employees at the U.S. drugs regulator and Big Pharma industry. Secretary Kennedy had high praise for President Donald Trump; saying, “God sent me President Trump” to fulfill his mission to turn the American system of health around. Swearing in ceremony below:

President Trump Delivers Remarks to Press Pool: Ukraine, Zelenskyy, Putin, Pending Saudi Summit, DOGE and More

President Trump delivered some rather remarkable filler information today surrounding the phone calls between himself, President Putin and President Zelenskyy.  The remarks, which should not be missed, come at the conclusion of the Tulsi Gabbard swearing in ceremony. [09:45 video, prompted]

The first question received was about the Russia v Ukraine conflict and the conversations with Zelenskyy and Putin.  President Trump outlined that the first meeting to end the conflict will likely take place between himself and Vladimir Putin in Saudi Arabia as organized through the intermediary, Mohammed Bin Salman (MbS). [11:45]

President Trump noted there was unlikely to be any NATO discussion for Ukraine, and the concession of territory to Russia was generally accepted foregone conclusion.  [15:10] Due to the curiously missing Zelenskyy in the response, the media asked if President Trump “sees Ukraine as an equal member in the process.” President Trump responded that it was an interesting question, but ultimately “they have to make peace.”  President Trump then noted that eventually, during this ceasefire, Ukraine is going to need to conduct elections. [More than implying that Zelenskyy is irrelevant].

The general response in combination with the previously released statement from Zelenskyy seems to frame a strange dynamic.  Zelenskyy never asked Trump to visit Ukraine, and the way President Trump frames the Zelenskyy perspective is as if the Ukranian President is willingly an outside observer without a genuine ability to engage without having to ask another “entity” for permission.  WATCH:

The way President Trump outlines the discussion(s) further evidences the suspicions we highlighted before. [SEE HERE] The response to the Ukraine questions extends to around 22:17 of the video, where the subject changes to DOGE.  There again, some really interesting remarks from President Trump.

President Trump notes the corruption being outlined is of such a massive number, “billion and billions”, that there is no way these payments do not include kickbacks, likely to politicians.  Trump then turns to AG Bondi and remarks that this is something the AG will likely have to look at. “There’s a lot of things to look at Pam.”

President Trump informs the media he will likely hold a press conference tomorrow, after the reciprocal tariff announcement, where he will outline some examples of the demonstrable fraud being uncovered by DOGE.

“Nobody cares” within the system, President Trump remarks.  Saying if that attitude permeates long enough the government “loses control” of the payment process.  This appears to be the general finding within the DOGE review of various agencies.  The “waste, fraud and abuse,” is a feature of the current process, not a flaw.  It appears to be purposeful and happening by design of the runaway government created in the aftermath of Obama and Biden.

President Trump notes the judicial challenges to the DOGE review essentially, give the corrupt officials “time to cover their tracks.”

Tulsi Gabbard Takes the Oath of Office to Become United States Director of National Intelligence

Zelenskyy and President Trump Recap Their Conversation

Deep weeds walkers can infer quite a bit from the Zelenskyy pablum, including the necessary photograph that accompanies the text written for him by the CIA.  And without a scintilla of doubt, the CIA wrote the Twitter text. Remember, in order to understand the Ukraine dynamic, it’s always World War Reddit, which is high on optics and narrative.

Yes, once you fully accept that situation – then you realize President Trump is negotiating with the CIA, through the installed representative we call Volodymyr Zelenskyy.  That’s the context.

Even if you find it hard to fathom, apply the analytical filter noted in the introduction.  Does the Zelenskyy text and statement change in construct?

Think about a hypothetical: (1) President Trump and Vladimir Putin agree to a total cessation of hostilities, a complete pause in the fighting. (2) President Trump tells Zelenskyy that on XXX date, all fighting stops as negotiations and diplomacy begins. (3) “Oh, and by the way, this pause provides you the opportunity to hold a national election, solidifying your support, right?” (4) Then what happens?

When you are, essentially, negotiating with yourself (your own govt) in public, well, what do you say?

Senate Confirms Tulsi Gabbard as Director of National Intelligence – (52-48) McConnell Voted No

The full senate vote was 52-48. Senator Mitch McConnell (U-DC) was the lone republican who voted against confirming Tulsi Gabbard as Director of National Intelligence (DNI).  Tulsi Gabbard is now DNI.

Additionally, the Senate voted 53-47 on the cloture vote for Robert F Kennedy Jr as nominee for Health and Human Service Secretary. With senate debate now ended, the full confirmation vote on RFK Jr could come tomorrow.

WASHINGTON – The GOP-controlled Senate on Wednesday voted to confirm Tulsi Gabbard to be President Donald Trump’s director of national intelligence, putting the former congresswoman in charge of the sprawling U.S. intelligence community.

The 52-48 vote was largely along party lines, with nearly all Republicans present voting in favor of Gabbard. Sen. Mitch McConnell, R-Ky., the former longtime GOP leader who has clashed with Trump, was the only Republican who joined all Democrats in voting against her.

Gabbard’s confirmation is a win for Trump and represents yet another example of his dominance over the GOP, where few have shown a willingness to step out of line.

After Trump announced Gabbard as his DNI pick in November, Democrats — and a handful of Republicans — voiced serious concerns about her 2017 secret meeting with then-President Bashar Assad of Syria; her sympathetic comments about Russia; her past efforts to repeal a powerful government surveillance tool, known as Foreign Intelligence Surveillance Act’s Section 702; and her previous support for Edward Snowden, a former government contractor who leaked classified information to the press about those spying programs. The Office of the Director of National Intelligence is the newest office in the IC system. It was created as an outcome of the Patriot Act and the office represents the pivot point of all IC information flows.

The CIA information is supposed to enter the DNI silo from outside the USA, and the FBI information enters the DNI silo from inside the USA.  The combined information is then assembled and becomes part of the National Security Information (NSI) that is available to the Dept of Homeland Security.

As we have outlined, the Obama/Holder administration weaponized these information streams and the silos that control the outcomes.  The DNI became an information laundry permitting the CIA (John Brennan) to conduct domestic political operations, while the FBI partnered with their “sister agency” (CIA) and ran political targeting operations against Obama’s opposition.

Attorney General Eric Holder then created the Dept of Justice National Security Division (DOJ-NSD), filled it with legal ideologues (Weissmann, McCord, Eisen et al), and that sub-silo of the DOJ then proceeded to take the weaponized CIA/FBI information and target Americans (and some foreign adversaries).

Political attack narratives were created from within the DOJ-NSD using false pretenses like the Foreign Agent Registration Act (FARA) and the domestic surveillance of political targets proceeded through the use of the Foreign Intelligence Surveillance Act/Court (FISA/FISC).  Meanwhile the FBI counterintelligence division ran cover operations for Hillary Clinton and other aligned political entities.

To ensure DOJ-NSD targeting operations were without review, the DOJ Inspector General was barred from having any oversight within the DOJ-NSD, under the justification of “national security.”  From inception (’09) the DOJ-NSD was without any oversight, until President Trump changed the rules in 2017.

All of the Trump targeting operations originated from within the DOJ-NSD, including the surveillance of candidate Donald Trump through the use of the Title-1 surveillance warrant gained against CIA asset Carter Page.  Nat Sec Advisor Michael Flynn was targeted using the pretense of FARA.

Throughout the Obama terms, the DNI (James Clapper) was presumably willfully blind to the activity.  Clapper was a useful doofus, so it was not difficult.  This is the background for the current status of the Office of the Director of National Intelligence (ODNI).

Just as we now see receipts for the USAID silo as the front for CIA activity, so too was/is the ODNI the front for domestic intelligence operations by the same CIA operators.  The CIA is behind it all.

For many years the CIA had to be careful about domestic activity, always working to cloak their internal operations. However, once the ODNI office was created, they now had a legally authorized door that permitted them to expand their operations without fear of scrutiny, under the justification of “national security.”

Here is where I posit a note to moderate expectations of sunlight from the IC silos of the DNI (Gabbard) and CIA (Ratcliffe).

♦ Be really cautious about expecting any sunlight, review or inquiry to penetrate the CIA silo.

I’ve studied the construct of these IC silos for years, and I have yet to find a process (only one way) that gets any information from within the CIA dark place extracted against their will.

The CIA silo was constructed to be an information filter. Information goes in, but only one method (Presidential Daily Brief) exists for information to come out.   The President authorizes directed activity within the CIA through the use of “finding memoranda,” but the CIA operates all other activity without oversight.

The CIA gets instructions via presidential finding memos, which they act upon and keep in locked files, but the CIA never discloses any information unwillingly.  The CIA is a complete dark hole, with an entrance but no exit.

It is a very unique silo. No oversight (by design), no accountability (by design), no method of financial accounting (by design), and only one physical person (no delegation of authority) with power to engage over the entire agency.

It’s very complicated.

President Trump: “I just had a lengthy and highly productive phone call with President Vladimir Putin of Russia. We discussed Ukraine, the Middle East, Energy, Artificial Intelligence, the power of the Dollar, and various other subjects. We both reflected on the Great History of our Nations, and the fact that we fought so successfully together in World War II, remembering, that Russia lost tens of millions of people, and we, likewise, lost so many!

We each talked about the strengths of our respective Nations, and the great benefit that we will someday have in working together. But first, as we both agreed, we want to stop the millions of deaths taking place in the War with Russia/Ukraine. President Putin even used my very strong Campaign motto of, “COMMON SENSE.” We both believe very strongly in it. We agreed to work together, very closely, including visiting each other’s Nations.”
