Remember when President Trump established the “External Revenue Service?” … It’s all connected and sequential.

Almost everyone will miss, in part because outcomes appear in a sequence that few care to follow, but buried in the Trump tariff Executive Order {SEE HERE} you will discover something.  As the unofficial Deep State strategist, and the self-appointed misfit explainer of stuff, lol, we will explain:

[Sec 2, SubSection (h)]: Sec. 2. (a) All articles that are products of Canada as defined by the Federal Register notice described in subsection (e) of this section (Federal Register notice), and except for those products described in subsection (b) of this section, shall be, consistent with law, subject to an additional 25 percent ad valorem rate of duty. Such rate of duty shall apply with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern time on February 4, 2025, except that goods entered for consumption, or withdrawn from warehouse for consumption, after such time that were loaded onto a vessel at the port of loading or in transit on the final mode of transport prior to entry into the United States before 12:01 a.m. eastern time on February 1, 2025, shall not be subject to such additional duty, only if the importer certifies to CBP as specified in the Federal Register notice.

[…] (h) For avoidance of doubt, duty-free de minimis treatment under 19 U.S.C. 1321 shall not be available for the articles described in subsection (a) and subsection (b) of this section. {link}

So, Canada and Mexico get 25% tariffs, but China only 10%.  Why?  The secret is in that subsection “(h)” when it talks about de minimis treatment. Essentially, what President Trump is doing is levying a much more massive import tax, and possible confiscation impact on the core source of fentanyl (and other illegal) substances.

Approximately a billion packages are estimated to enter the USA under the cover of the de minimis exemption.  This is where the enforcement mechanism of the “External Revenue Service” combines with the tariff approach and the “state of emergency.”  President Trump imposed the tariffs under the International Emergency Economic Powers Act, a nearly 50-year law that gives the president sweeping power to impose sanctions after declaring an emergency.

Now the billion packages, mostly from China, Mexico and Canada are going to be subjected to review and interception.

The de minimis loophole comes from back in the 1930s. The idea back then was, say you went on a vacation to Paris, you shouldn’t have to file customs paperwork or pay taxes if you decided to ship some little Eiffel Tower statues to your friends back home.

Congress in 2015 then raised the de minimis threshold from $200 to $800.  However, the e-commerce world exploded, and Chinese companies began using the de minimis loophole to ship cheap goods (ex. Temu and Shein) into the USA direct to consumers without paying any customs duty.

It was reported last year that the U.S. was on track to receive a billion packages through the de minimis loophole that aren’t taxed and don’t have customs slips saying what they are.  Making matters worse, illegal items are slipping through the cracks, including, knockoffs, unsafe items and even chemicals used to make fentanyl.  The worst abuser that exploits this de minimis loophole is, by far, China.

President Trump can require a customs and duty declaration stating what is in every package and subsequently collect tariffs and duties.

Put it all together and President Trump is executing an Emergency Act executive order, plus the imposition of a tariff review, and simultaneous interception of de minimis packages previously unchecked as the enforcement mechanism.  All executed by the External Revenue Service.

President Trump has got them surrounded, and the scope of it has the media so overwhelmed they cannot quite put it together.

(Bloomberg) — President Donald Trump’s new trade levies against China, Canada and Mexico include a broadside against e-commerce, with apparent plans to extinguish a long-held tariff exemption for packages worth less than $800.

Trump’s executive orders directing 25% levies on Canada and Mexico — plus a 10% duty on China — specify that the “de minimis” exemption for small packages no longer applies. Under the exemption, products below that dollar amount are able to enter the US without tariffs — a boon for China’s e-commerce retailers who ship often cheaper wares directly to consumers in the US.

The full scope of the de minimis changes — whether they apply just to the new tariffs issued Saturday or to older existing trade levies — was not clear. A White House spokesman did not respond to questions about its reach.

However, trade lawyers said Trump’s language cracking down on the de minimis exemption could apply broadly, even to existing duties against China, Canada and Mexico.

Regardless, the impact of the change threatens to fall most squarely on China, affecting retailers including Alibaba, JD.com Inc., PDD Holdings Inc.’s Temu and fashion-focused Shein. American shoppers and companies imported about $48 billion worth of shipments from the world under that loophole in the first nine months of last year, according to US Customs and Border Protection estimates. First Emissary Mission a Resounding Success – Grenell to Venezuela

I love it when a plan comes together. It all just makes buckets of sense when we watch it rolling out. We have talked about these plans, specific plans, and objectives for several years. Now we get to watch it in action. [Big Happy]

The elimination of USAID plays a complimentary role in the specifics of this approach. More on that later. In the interim, Ric Grenell was held in reserve – not given an official cabinet position, for exactly the reason of a necessary emissary function we discussed {GO DEEP}. The first mission was a resounding success.

Additionally, President Donald Trump said in a Truth Social post on Saturday that Venezuela had agreed to take back migrants who had come to the United States illegally.

The announcement came after a meeting between President Nicolás Maduro and a senior Trump administration official, Richard Grenell, that led to the release of six US detainees held in Venezuela.

“Venezuela has agreed to receive, back into their Country, all Venezuela illegal aliens who were encamped in the U.S., including gang members of Tren de Aragua,” Trump wrote. “Venezuela has further agreed to supply the transportation back.” {link}

For those who were not paying close attention as we outlined the emissary approach, here’s the reminder:

It is all coming together nicely.  With Lt General Keith Kellogg special envoy to Ukraine and Russia, and with the appointment of Steven C. Witkoff to be Special Envoy to the Middle East, President Trump has essentially created a construct that works around the insufferable issues with a globalist State Department.

Senator Marco Rubio was nominated for Secretary of State, thereby removing him from the Senate Intelligence Committee and leadership role in Gang of Eight intel; but Trump simultaneously put in guardrails against the neocon tendencies of the Florida Senator and junior McCain.

Rubio doesn’t have Ukraine/Russia in his portfolio, nor does he have diplomatic or policy control over the Middle East.  President Trump has neutered the State Department, and the cherry on the proverbial cake is what he just announced.

Yes, President Trump has just confirmed that Ric Grenell will be the “Emissary” we have discussed.  Great job Mr President (for all the obvious reasons).

With Nunes leading a private intel advisory committee and with Grenell being the most powerful, agile and flexible person to run strategic foreign policy operations, the tentacle influence of the Deep State is removed from the Oval Office.  Now the official cabinet team can start pouring sunlight into the silos.

Without a doubt in my mind, the “emissary” is the most important person President Trump will select.

The Washington DC Intelligence Community (IC) actively work to isolate the office of the president.  This is an almost impossible dynamic to avoid, caused by an entrenched and ideological adversary who has dug themselves deep into the apparatus of government.

The “emissary” is the person who carries the word of President Trump to any person identified by President Trump.  The emissary is very much like a tape recording of President Trump in human form.  The emissary travels to a location, meets a particular person or group, and then recites the opinion of the President.  The words spoken by the emissary, are the words of President Trump.

The IC cannot inject themselves into this dynamic; that is why it is so valuable.

The emissary then hears the response from the intended person or group, repeats it back to them to ensure he/she will return with clarity of intent as expressed, and then returns to the office of the presidency and repeats the reply for the President.  The emissary recites back exactly what he was /is told.

This process is critical when you understand how thoroughly compromised the full Executive Branch is.  More importantly, this process becomes even more critical when you accept the Intelligence Community will lie to the office of the President to retain their position.

Read this next sentence slowly…. If the Senate confirms a director of an IC silo, then that director is demonstrably going to lie to the office of the President.

The Senate only confirms Intelligence Community leadership who are willing to LIE to THE PRESIDENT.    This is just a factual reality.

If the Senate Select Committee on Intelligence (SSCI) confirms them, they will lie.  That is the main role of the SSCI.

The people who constructed the Silos then metastasized the control rot within them, use the term “continuity of government,” to describe the true role and responsibility of the system.  This is not factually wrong.

Where people go wrong is misunderstanding what the “continuity” is that is being maintained.  Truly, the continuity of government is the priority. However, it’s the continuity of currently corrupt and immoral government we are now maintaining.

The CIA Director will lie to President Trump (they did, remember), the information that comes from within the CIA institution is political and false.

The FBI Leadership will lie to President Trump (they did, remember), the information that comes from within the FBI institution is political and false.

The AG will lie, same problem.

The DNI will lie, same problem.

The NSA will lie, and all the deputies therein will lie, same problem, same problem, same problem.

Washington DC puts it this way, you probably heard Bill Barr talking about ad-infinitum.  The IC leadership is responsible for maintaining the “continuity of government” at all costs.  The government is more important than The President.

If the continuity of government is maintained by lying to the office of the President, then so be it.  Or, as James Comey said when justifying his lies to the President and his manipulation on March 20th, 2017: “because of the sensitivity of the matter.

You can get as angry as you want about this, it’s just the DC system that exists.  We must deal with what exists, not what we would pretend there to be.

If a candidate for an IC position is not willing to lie to the President, that is to believe the lies that come from within the silo they are in charge of, then the Senate will not confirm him/her.   This is why President Trump needs an emissary.

The role of the emissary is critical, the qualifications for that role are extremely important.

Remember, this person is speaking on behalf of President Trump.  And representing the responding voice with a similar level of clarity.

The emissary must be of incredible moral character.  They must be honest.  The person should be entirely altruistic.  They must have exceptional judgement, possess no ego, be impervious to scrutiny or review. They must maintain themselves at the highest moral standards at all times and exhibit incredible judgement and wisdom.

Due to the nature of the position the emissary is extremely powerful; therefore, a disposition of humility is also critical.  The President must be able to trust this person without reservation or issue.  At the same time, the entire weight of the U.S. Intelligence Community apparatus will seek to compromise the emissary, as they try to put walls around the President who holds silo-busting power.

Honesty, integrity, humility, trustworthiness, unimpeachable character and exceptional judgement, establish the baseline of traits the emissary must possess.

This is a choice that will be deeply important to President Trump.  Fortunately, it is not a position that requires any confirmation or external approval.  Judgement, discernment, wisdom and silence are the strength characteristics.

President Trump Executes Tariffs Against Mexico and Canada, Canadian Prime Minister Trudeau Responds with Tariffs on U.S. Goods

President Trump has triggered punitive tariffs against Canada, Mexico and China for their role in the manufacture and delivery of fentanyl into the United States while disregarding their responsibility to secure the U.S. border.

In response, Canadian Prime Minister Justin Trudeau announced responsive tariffs against American goods.  However, the responsive tariffs are primarily the products that Canada has exploited through the Free Trade Agreement (FTA) loophole.

It is obvious Canada’s response is in consultation with the U.S. democrats, as is the customary norm for the Trudeau administration.

(Politico) – Canada’s prime minister, Justin Trudeau, on Saturday night made a televised address announcing concrete measures including a tit-for-tat 25% tariff phased in across C$155bn ($107bn) worth of American products. Trudeau said Trump had put at risk US consumers’ and industries’ access to much-needed Canadian critical minerals and resources including oil, energy and timber. The prime minister promised to work with Canada’s provinces to review dealings with the United States.

Addressing Americans, Trudeau said: “Tariffs against Canada will put your jobs at risk, potentially shutting down American auto assembly plants and other manufacturing facilities. They will raise costs for you including food at the grocery store and gas at the pump. They will impede your access to an affordable supply of vital goods crucial for US security such as nickel, potash, uranium, steel and aluminum.”

Trudeau added: “They will violate the free trade agreement that the president and I along with our Mexican partner negotiated and signed a few years ago” – referring to the United States Mexico Canada agreement (USMCA) that was drawn up largely at Trump’s behest after he tore up the previous North America free trade agreement (Nafta) during his first term as US president. Keep in mind, through the past 20 years, Canada has essentially shut down their heavy manufacturing while worshipping the climate change agenda of the WEF team.  Industrial products from Canada are a fraction of what they used to be.  Instead, what Canada now has is an “assembly economy” where they import component parts -mostly from China- and then assemble them into finished goods for distribution into the U.S, a NAFTA and USMCA workaround.

There is no way for Canada to reciprocate at the same level as Team USA; the economy of scale just isn’t in their favor.   However, on the automotive side, multiple manufacturers of vehicles (especially Toyota) are reliant upon cross border component auto parts in order to reach the U.S. market.

Both Canada and Mexico are used by China and the EU as an entry point into the U.S. market.  Major investments by European auto manufacturers and Chinese companies will be impacted.  The agricultural products are essentially moot.

President Trump’s moves on the tariffs are a good start to an economic issue that has gone unaddressed for too long.

President Trump imposed the tariffs under the International Emergency Economic Powers Act, a nearly 50-year law that gives the president sweeping power to impose sanctions after declaring an emergency. No president has previously used the law to impose tariffs, although Trump threatened to use it against Mexico in his first term and more recently against Colombia when they balked at accepting a planeload of migrants deported by the United States.
