Over $4B Pledged to Ukraine Reconstruction

The Ukraine Recovery Conference 2025 (URC) on July 10-11 in Rome concluded with joint agreements to provide Ukraine with 3.55 billion euros for reconstruction. “We received a clear message from Ukraine’s friends and partners: they are ready to invest in our recovery,” Oleksii Kuleba, Deputy Prime Minister for the Restoration of Ukraine and Minister for the Development of Communities and Territories stated. There is false hope that Ukraine will exist after this prolonged conflict.

The Ministry approved of five agreements worth over 370 million euros during this conference. The Italian Foreign Ministry agreed to offer 100% insurance coverage for banks on export loans up to 1.5 billion euros. If a bank lends money to support exports to Ukraine but the borrower fails to repay, the government-backed institution will take the loss. The claim is that the guarantee will safeguard Italian companies so that they may continue exporting goods and services to Ukraine. Ukrainian buyers will also have access to credit, and with the 100% insurance guarantee, banks may lower credit standards to otherwise risky borrowers. The potential for fraud is enormous. Worse, the Italian government and therefore the Italian people will be on the hook for 1.5 billion euros amid a highly unstable environment where repayment is not guaranteed.

The European Union and development banks also signed 10 agreements worth 929.3 million euros at the Rome conference. The World Bank through in $200 million as well for good measure. “Rebuilding Ukraine is not just about our country. It’s also about your countries, your companies, your technology, your jobs,” Zelensky said. Quite contrary as these government programs are selling out domestic policy in favor of a foreign government. The people do not benefit in any meaningful way as Europe has never relied on Ukraine for trade. Europe was more beholden to Russia before this ongoing war, which is precisely why they are experiencing a worsening energy crisis.

We need a Marshall Plan-style approach, and we should develop it together,” Zelensky stated, referring to the $13 billion (over $150 billion today) deal that the US granted to 16 European nations after World War II. The scale cannot be compared. The United States needed to stabilize Europe after the war to ensure that capital could continue to flow back to the States. No one is relying on Ukrainian capital. The US was also attempting to quell the spread of communism during this time and had a plethora of motives for assistance, none of which were purely charitable.

Western leaders are sacrificing countless funds for a nation that was never a strategic partner prior to the war. They believe the true jewel will be conquering Russia, whereas Ukraine is merely their stepping stone to enter the resource-rich, unconquerable land. Countless issues could be avoided if decision makers used history as their guide.

Senate Majority Leader Thune puts Lindsey Graham Russian Sanctions into Holding Pattern

Good job here by John Thune.  Let President Trump work on the Russia-Ukraine problem and await his request for more legislative tools.   A refreshing change in the Senate leadership approach.

WASHINGTON DC – Senate Majority Leader John Thune said Monday he would hold off on advancing a closely watched package of sanctions targeting Russia’s trading partners after President Donald Trump said he was prepared to act himself later this summer if Russian President Vladimir Putin doesn’t move toward a peace deal with Ukraine.

“It sounds like right now the president is going to attempt to do some of this on his own,” Thune told reporters. “If at some point the president concludes that it makes sense and adds value and leverage that he needs in those negotiations to move the bill, then we’ll do it. We’ll be ready to go.” (more)

Supreme Court Blocks Lower Court Ruling, Permitting Trump Administration to Fire Dept of Ed Workforce

In a 6-3 Supreme Court decision today, the majority have blocked a lower court ruling that stopped the Trump administration Dept of Education from downsizing the federal agency.

The justices apparently voted 6-3 to stay the lower court ruling with the DEI justices (gay, latino, black) filing a 19-page dissent. [SEE RULING HERE] The high court lifted an injunction a federal judge in Boston granted in May against the firing of Dept of Education bureaucrats.

The lower court judge ruled the staff cuts were so drastic they would prevent the department from carrying out duties mandated by Congress. He also said the mass firings appeared to be part of Trump’s plan to eliminate the Education Department entirely, despite a lack of congressional authorization to do so.

Today, the Supreme Court again affirmed the President is within his power to control the size and scope of the executive branch.

WASHINGTON DC – “Education Secretary Linda McMahon called the decision “a significant win for students and families,” but she added in a statement: “It is a shame that the highest court in the land had to step in to allow President Trump to advance the reforms Americans elected him to deliver using the authorities granted to him by the U.S. Constitution.”

The Education Department announced its so-called reduction in force in March, giving affected workers a termination date of June 10. Those layoffs had been temporarily halted by the lower-court injunction. But shortly after the Supreme Court’s ruling Monday, some affected employees received an email informing them that they will now be terminated on Aug. 1. (read more)

President Trump Gives President Putin 50 Days to Finish Ukraine Operations and Get to Peace Deal, In Interim Offensive and Defensive Weapons Coordinated Through NATO

As expected, no one in the media pool asked the key question.  If Ukraine is not a NATO member, and Russia is not a NATO member, then why is NATO even involved?  Not a single media outlet cared enough to even ask the brutally obvious.

LET US NOT PRETEND.  There is good news and there is bad news within the outlined strategy.  More good than bad, despite the spin room narrative engineering being immediately spread by U.S. media.

First, President Trump is giving Russian President Vladimir Putin 50 days to finish his strategic military operations in Ukraine, before a 100% tariff rate is executed against the Russian economy.  With direct U.S. trade with Russia already not happening, the tariff would likely be applied toward any country purchasing any goods or resources from Russia (specifically India, China, Iran, etc.).

Second, despite Lindsey Graham and the EU leaders discussing the confiscation of Russian assets held in EU/USA bonds, neither President Trump nor NATO General Secretary Mark Rutte mentioned it.  Again, the media never asked that question.  Thankfully, President Trump seems to realize if such a confiscation took place, the financial credibility of the entire western finance system would be compromised.  No nation would want to put their national wealth at risk by buying U.S. and EU treasury bonds.

Third, the part the MSM will focus on.  In the interim of the 50 days, NATO will be both purchasing and moving offensive and defensive weapons systems into Ukraine.  On the defensive weapon side, Germany will likely send Patriot missile batteries, and NATO will replace them with new U.S. purchases.  In addition all NATO states will provide increased offensive weapons and purchases will be made from U.S. stockpiles.  Those new offensive weapons will likely be held back until the end of the 50 days, giving Putin something to think about to bring him to the table.

Summary.  Putin has 50 days. In the interim NATO is approved by Trump to ship offensive and defensive weapons into Ukraine.  The Senate sanctions package will continue to be assembled, perhaps approved, but not deployed until after the 100% tariffs are executed if Russia is non compliant in getting to the table.

The carrot is the 50 days to get finished. The stick is all hell will break loose on Russia, including new and powerful offensive weapons, if Putin doesn’t end the conflict prior to the 50-day deadline.
