I would say this is more like a staging area for creating an innovation force and this is totally ion line with the Cloward–Piven strategy of collapsing a political system from within. In this case flow a country with people with no skills an incompatible belief system and no desire to fit in — the result will be the collapse of the political system when the funds required to support this people can not be provided by the working classes.
