We are facing a very interesting financial crisis that has never before been witnessed because this is how the Socialist Utopian Society will crash and burn. We are beyond all economic theories for nobody from Keynes back to Adam Smith ever contemplated what would happen with the deadly theory of Quantitative Easing constructed upon the Quantity Theory of Money. This is the backdrop as to why there has been no hyperinflation and why gold has floundered in the wake of what everyone was touting as hyperinflation.

We are simply off the charts, as they say, in terms of markets and economics. We are entering one of the most challenging periods perhaps in the history of financial and economic forecasting. So bring your thinking caps to this year’s 2019 WEC in Rome.

QUESTION: Martin,
Washington State DOT is planning to bond against toll revenue generated by express toll lanes on or highways here in Western Washington. These express toll lanes were created by our DOT by stealing a general purpose lane and turning it into a toll lane.

The pricing strategy is to keep the roads moving at 45 mph most of the time, so the toll raises as more people use the lane. Sometimes the toll gets as high as $10.

Is bonding against tolls something that governments do? It sounds like our DOT is borrowing money on congestion, aka our misery. So, if their job is to keep our vehicles moving, what incentive do they have now that they depend on tolling express lanes which people take to avoid congestion in the general purpose lanes? Don’t they now have an incentive to keep traffic bad?

ANSWER: This is a scheme to raise money. Originally, there were lanes people used to encourage car-pooling. This has given way to the idea that they can charge a toll. Then to raise money, they issue bonds backed by future expectations of tolls. Once again, this is a new scheme to get more money using the future right now. The problem is they do not think about the future. It is always whatever they can grab for the immediate budget. Next year becomes another scheme they come up with until they have borrowed against everything possible.

They are already confiscating property for taxes and then they bundle the tax-liens as selling them to investors who can then confiscate people’s homes based upon the back taxes owed. This has been taking place in New Jersey and Florida. The bonds are backed by tax-liens on private property.

QUESTION: You have written about the collapse of the Byzantine monetary system. I also believe it fell to the Europeans in 1204 and the story was that the Germans were being aggressive back then demanding tribute. Was this also another monetary crisis at that time?

ANSWER: Yes, there was the Great Monetary Crisis of 1092. But nearly 100 years later, there was another monetary crisis sparked by a tax rebellion. The tax imposed was by the Byzantine emperor Alexius III in 1197 in order to pay the German Emperor Henry VI (1165 – 1197) a tribute of 1,600 pounds of gold.

Henry had originally demanded 5,000 pounds from Alexius in 1195. In order to get support for taxing Constantinople, Alexius called a meeting of the Senate, the clergy, and the members of the trade guilds. He proposed property taxes, but they rejected it as being contrary to custom. The assembly then began to revolt, accusing Alexius of wasting public money. Alexius was forced to abandon the tax. Alexius then tried confiscate gold and silver objects from the churches. The clergy then revolted and he abandoned that idea. He then confiscated all gold and silver from the tombs of his predecessors but he spared that of Constantine the Great.

Alexius managed to gather 7,000 pounds of silver and some gold. To his great fortune, Henry VI died on September 28th, 1197, and the tribute was never sent.

BoJ Statement 4-24-2019

The Great Financial Unknown is now upon us. After 10 years of Quantitative Easing, the European Central Bank (ECB) in Europe owns 40% of the national debts in the EU and it can neither sell them nor stop buying without creating a Panic in Interest Rates. Likewise, the Bank of Japan (BoJ) owns between 70% and 80% of the ETF bond market in Japan. The Bank of Japan confirmed it is ending free market determination of interest rates for the municipal level and that they “will not require any procedures such as auction as the method of determining lending conditions.”  today it may introduce a lending facility for its exchange-traded fund buying program, which would allow it to temporarily lend ETFs to market participants.

4. Introduction of Exchange-Traded Fund (ETF) Lending Facility
The Bank will consider the introduction of ETF Lending Facility, which will make it possible
to temporarily lend ETFs that the Bank holds to market participants.

The statement at the end of the announcement on the last page on its monetary policy has left traders in shock. This appears that the BoJ realizes that it now effectively has destroyed its bond market and realizes that there is not only the end of a free market, but there is a contagion of surrounding lack of liquidity.

We have never before in the history of human society ever witnessed such a major financial crisis. The BoJ makes it clear it will continue its policy of Quantitative Easing. It stated plainly:

The Bank will continue with “Quantitative and Qualitative Monetary Easing (QQE) with
Yield Curve Control,” aiming to achieve the price stability target of 2 percent, as long as it is
necessary for maintaining that target in a stable manner.

Both the ECB and the BoJ are completely trapped. They have destroyed their respective bond markets meaning they can no longer even tolerate a free market with respect to interest rates. They cannot stop buying government debt for there is no bid at these rates. We are far beyond every economic theory ever contemplated. How we deal with this government-created financial crisis will be extremely interesting. This is were opinion will just not suffice. There is no reference in history to turn to. This is where Socrates can guide us through the absolute chaos that we face.

Economic Iliad & Odyssey

The term “iliad” in Greek mean a series of miseries or disastrous events and “Odyssey” meant a long wandering or voyage usually marked by many changes of fortune. Welcome to the Economic Iliad & Odyssey. What we are facing is truly extraordinary. There is absolutely NO economic theory from Adam Smith to Keynes that ever addressed negative interest rates no less sustaining such a trend. There have been four major players who ventured into the negative interest rates territory but the disasters of this policy in Europe and Japan were implemented in hopes to stimulating the economy. In the case of Switzerland, they were seeking to prevent capital flowing into the Swiss franc as a safe-haven.

We are now on the threshold of the most PROFOUND economic event which has never before in history ever taken place. This is where opinion becomes worthless. All we can do is approach this on a collective basis internationally and without bias.

COMMENT: I am a senior exec here in the German auto industry. I attended your Berlin conference. I just want to say your ECM is remarkable. Our industry has seen a decline in auto sales since the middle of 2018 right on schedule. It looks like it will be a hard landing here. This Brexit issue has been a major factor in calling into question our faith in government. Then the global warming people have injected demands for new emissions rules which the politicians have introduced. I am not sure this will improve at all when the ECM turns. Those in government are incapable of managing anything.

REPLY: Yes. Between Brexit and global warming pushing this Worldwide Harmonized Light Vehicle Test, the German auto industry is poised for a bear market. The latest data states sales for German cars have dropped 7.4%. Since the start of September, automakers in the EU markets have only been allowed to sell vehicles that have been certified under the WLTP, with few exceptions. Various brands have had mixed results. Porsche decreased the most, falling 74%, followed by Audi with a 64% drop, while VW brand sales declined by 19%. Since the German auto industry is the backbone of Germany, and Germany is the backbone of the EU, you would think that the politicians might be concerned about what actions they are taking. I suppose this is what being BRAIN DEAD really means.

Nagai of Nomura Confirms Japan Destroyed the Bond Market

In Japan, Nomura’s chief Koji Nagai took over as Nomura’s chief executive back in 2012 and followed that appointment with a $1bn cost-reduction plan that was criticized both externally and internally for failing to target the inefficient divisions of Nomura’s domestic operations in Japan. The latest program will see the company close more than 30 of its 156 domestic retail branches. What is far more interesting is that fact that Mr Nagai has stated that there are macroeconomic “megatrends” that have affected the industry as a whole. He stated that: “There is no liquidity any more so the market is dead because of the central bank’s monetary policy.” Mr Nagai confirmed what I have been stating that “The fixed-income market is dead due to the zero interest rate.”

Both the central bank of Japan and of Europe have destroyed their respective bond markets. Looking forward, we are facing a very dark period when it comes to the ability of governments to continue to function.

QUESTION: Mr. Armstrong; I assume you read that Mr. Nagai  has confirmed what you have been saying that the central banks have destroyed the bond markets. I must confess, his comments have finally struck a vein in our senior management. I have been trying to explain your view to them but nobody wanted to think anything would ever happen. I managed to get a seat in Rome. Does your report cover the prospects of what the future will be shaped by? I do not think people understand the seriousness of what you have been saying. They all watched your interview in one day. That was remarkable.

ANSWER: I know. This is a very serious topic. Far beyond what people understand . This is why the capital flows are going crazy pouring out of Europe into US Equities. I do not think people comprehend that we are staring a crisis in the eyes that is so fundamentally changing with regard to how the world monetary system functions, this is why I said bring your thinking caps to Rome. We are stepping into the great financial unknown – we are entering something where no economic theory has ever gone.

ANSWER: Yes. Politics is critical because this is reflecting the shifts in confidence that will drive the markets. We are facing a major capital movement that will take the form of a contagion. The civil unrest is rising everywhere. The polls in France now show that 80% of the French people support the Yellow Vest movement demanding the resignation of Macrone. We certainly live in interesting times. We will be focusing in on the forecasts the computer has laid out into the next couple of years.
