While most Americans would consider the CIA, and perhaps the NSA, household names, one U.S. spy agency — whose headquarters surpasses the U.S. Capitol in size — has managed to keep to the shadows while possessing cutting edge tools of the surveillance trade.

Called the  National Geospatial-Intelligence Agency (NGA), even former President Barack Obama didn’t know of its existence when he first took office — despite that the agency employs some 15,400 people.

“So, what do you [do]?” Obama asked a customer at a Washington, D.C., Five Guys hamburgers in May 2009.

“I work at NGA, National Geospatial-Intelligence Agency,” he answered.

“Outstanding,” then-president Obama asserted. “How long have you been doing that?”

“Six years.”

“So, explain to me exactly what this National Geospatial …” Obama asked, unable to recall the agency’s full name.

Timidly, the man replied, “Uh, we work with, uh, satellite imagery.”

“Obama appeared dumbfounded,” Foreign Policy’s James Bamford reports. “Eight years after that videotape aired, the NGA remains by far the most shadowy member of the Big Five spy agencies, which include the CIA and the National Security Agency.”

The NGA’s secretive identity belies the agency’s massive physical size and the scope of its surveillance activities, as Bamford continues,

“Completed in 2011 at a cost of $1.4 billion, the main building measures four football fields long and covers as much ground as two aircraft carriers. In 2016, the agency purchased 99 acres in St. Louis to construct additional buildings at a cost of $1.75 billion to accommodate the growing workforce, with 3,000 employees already in the city.

“The NGA is to pictures what the NSA is to voices. Its principal function is to analyze the billions of images and miles of video captured by drones in the Middle East and spy satellites circling the globe. But because it has largely kept its ultra-high-resolution cameras pointed away from the United States, according to a variety of studies, the agency has never been involved in domestic spy scandals like its two far more famous siblings, the CIA and the NSA. However, there’s reason to believe that this will change under President Donald Trump.”

Originally tasked primarily with cartography — before a mammoth expansion, the spy arm had been called the National Imagery and Mapping Agency — until a name and mission switch in 2003 gave the National Geospatial-Intelligence Agency its name, with the hyphen allowing a three-letter acronym so enamored by the government.

President Dwight D. Eisenhower, whose fondness for imagery intelligence became known when he served as a general during World War II, created the National Photographic Interpretation Center shortly before leaving office — an agency also later absorbed by the NGA.

Now, the NGA works in conjunction with the U.S. Air Force to analyze the staggering amount of data collected through aerial surveillance abroad — mostly by unmanned aerial systems, such as drones with high-powered cameras.

According to at least one source, as of 2013, the NGA was integral in the analysis of surveillance data pertaining to Iran’s nuclear capabilities.

Revelations on the depth and breadth of the Central Intelligence Agency’s domestic capabilities, long believed out of its territory, was exposed by Wikileaks Vault 7 recently to be on par with National Security Agency programs — so much so, analysts say it constitutes a duplicate Big Brother.

Data provided to the NGA by military officials has assisted in various U.S. operations in the Middle East by tracking vehicles believed responsible for planting improvised explosive devices, or IEDs, and for monitoring hot spots for insurgent breakouts.

But the NGA hardly only keeps to support operations, as David Brown — author of the book, “Deep State: Inside the Government Secrecy Industry” — explained,

“Before the trigger was pulled on NEPTUNE’S SPEAR, the mission to kill Osama Bin Laden, SEAL Team Six had access to a perfect replica of the Abbottabad compound where the terrorist mastermind was hiding. The details for the replica were gathered by the NGA, which used laser radar and imagery to construct a 3D rendering of the compound. How precise were its measurements and analysis? The NGA figured out how many people lived at the compound, their gender, and even their heights. But the NGA didn’t stop there: Its calculations also helped the pilots of the stealth Black Hawks know precisely where to land.”

With a combined budget request for 2017 of $70.3 billion, the National and Military Intelligence Programs — NGA falls under the latter — have seen a quickening of support from the authoritarian-leaning, pro-military Trump administration. This and additional factors — such as the astonishingly sophisticated equipment at the agency’s disposal — have ignited fears the NGA could be granted authority to bring its expert microscope into focus against the American people.

“While most of the technological capacities are classified, an anonymous NGA analyst told media the agency can determine the structure of buildings and objects from a distance, has some of the most sophisticated facial recognition software on the planet and uses sensors on satellites and drones that can see through thick clouds for ‘all-weather’ imagery analysis,” reports news.com.au.

Efforts to bolster NGA’s innovate staff pool ratcheted up on Thursday, as Business Wire reported,

“From navigating a U.S. aircraft to making national policy decisions, to responding to natural disasters: today’s U.S. armed forces rely on Geospatial Intelligence (GEOINT) to meet mission requirements. As the nation’s primary source of GEOINT for the Department of Defense and the U.S. Intelligence Community, the National Geospatial-Intelligence Agency (NGA) depends on the National Geospatial-Intelligence College (NGC) to produce top-tier talent to deliver intelligence with a decisive advantage. Today, Booz Allen Hamilton (BAH) announced that it has been awarded a five-year, $86 million contract by NGA-NGC to lead the Learning Management and Advancement Program (LMAP) that will provide high-quality learning solutions to equip a diverse workforce with the knowledge and skills necessary to meet current and future GEOINT mission requirements.”

Bamford points out for Foreign Policy the Trump administration intimated a significant expansion of spying on mosques and Islamic centers, while others admonish said surveillance could put Black Lives Matter and other protest groups in the NGA’s silent crosshairs.

Of distinct concern for privacy advocates are drones with uncanny zooming capabilities — features used against U.S. citizens before. Bamford continues,

“In 2016, unbeknownst to many city officials, police in Baltimore began conducting persistent aerial surveillance using a system developed for military use in Iraq. Few civilians have any idea how advanced these military eye-in-the-sky drones have become. Among them is ARGUS-IS, the world’s highest-resolution camera with 1.8 billion pixels. Invisible from the ground at nearly four miles in the air, it uses a technology known as ‘persistent stare’ — the equivalent of 100 Predator drones peering down at a medium-size city at once — to track everything that moves.

“With the capability to watch an area of 10 or even 15 square miles at a time, it would take just two drones hovering over Manhattan to continuously observe and follow all outdoor human activity, night and day. It can zoom in on an object as small as a stick of butter on a plate and store up to 1 million terabytes of data a day. That capacity would allow analysts to look back in time over days, weeks, or months. Technology is in the works to enable drones to remain aloft for years at a time.”

With cutting edge technology, a rapid enlargement underway, and billions in budgetary funds at the ready, the National Geospatial-Intelligence Agency is the cloaked, mute sibling of the nefarious Intelligence Community — but it’s time to pull the protective shell off this potential ticking time bomb before reining it in becomes an impossibility.

Why Middle Class Whites Are Dying Faster (In 6 Painful Charts)

In 2015, a blockbuster study came to a surprising conclusion: Middle-aged white Americans are dying younger for the first time in decades, despite positive life expectancy trends in other wealthy countries and other segments of the US population.

The research, by Princeton University’s Anne Case and Angus Deaton, highlighted the links between economic struggles, suicides, and alcohol and drug overdoses.

Since then, Case and Deaton have been working to more fully explain their findings.

They’ve now come to a compelling conclusion: It’s complicated. There’s no single reason for this disturbing increase in the mortality rate, but a toxic cocktail of factors.

In a new 60-page paper, “Mortality and morbidity in the 21st Century,” out in draft form in the Brookings Papers on Economic Activity Thursday, the researchers weave a narrative of “cumulative disadvantage” over a lifetime for white people ages 45 through 54, particularly those with low levels of education.

Along with worsening job prospects over the past several decades, this group has seen their chances of a stable marriage and family decline, along with their overall health. To manage their despair about the gap between their hopes and what’s come of their lives, they’ve often turned to drugs, alcohol, and suicide.

Meanwhile, gains in fighting heart disease have stalled, and rates of obesity and diabetes have ploddingly climbed.

So the rise in mortality for white mid-life people in America since the late 1990s is actually the final stage of a decades-long process. “It’s about the collapse of white middle class,” said Case. Here are the five big takeaways from the researchers’ new opus.

1) Suicides, alcohol, and drug overdose deaths have gone up across the entire country. (Read: It’s not just a rural problem.)

“Deaths of despair” — or suicide, alcoholism, and drug overdoses, particularly from opioid painkillers — are a growing problem for midlife white people.

As you can see on the left-hand map, the epidemic started in the Southwest. Now it’s “country-wide,” the study authors write, and the increase can be “seen at every level of residential urbanization in the US.” So it’s not just a rural problem or an urban problem — it’s both.

The crisis is particularly acute among middle-aged whites. “The deaths of despair come from a long-standing process of cumulative disadvantage for those with less than a college degree,” Case and Deaton write. “The story is rooted in the labor market, but involves many aspects of life, including health in childhood, marriage, child rearing, and religion.”

In an interview, Deaton explained, “The cohort that entered the labor market in the ’70s on down, their jobs earnings and prospects are worse. That affected their marriage prospects. Marriages got screwed up. They had children out of wedlock. Their pain levels [are] going up.” All that contributes to the deaths of despair.

The study authors don’t see the opioid supply as the fundamental factor here, but “prescription of opioids for chronic pain added fuel to the flames, making the epidemic much worse than it otherwise would have been,” they wrote.

The impact of rising deaths of despair on overall mortality was masked until the late 1990s by the decline of heart disease deaths. But recently that has changed too.

2) Deaths from chronic diseases such as diabetes have been rising

Progress against mortality from heart disease has slowed and stopped, and deaths from cancer, which had been on a steady decline, are also stagnating in this group.

Meanwhile, other chronic diseases have continued to rise in the whole population, particularly among middle-aged white people. Diabetes’ prevalence has exploded in the US over the past 20 years. Nearly 30 million Americans live with the disease today — more than three times the number in the early 1990s. And this may be a major, underappreciated driver of the mortality trend.

3) The least-educated Americans are suffering the most

The rise in mortality among middle-aged whites is largely being driven by those with a high school degree or less. The researchers find that the gap in mortality between more and less educated is increasing, while mortality is also rising for those without a college degree and falling for those with a college degree.

“It looks like there are two Americas,” Case said. “One for people who went to college and one that didn’t.”

The middle-aged whites with less than a bachelor’s degree saw “progress stop in mortality from heart disease and cancer, and saw increases in chronic lower respiratory disease and deaths from drugs, alcohol, and suicide,” the researchers write.

Why education is such an important health indicator is difficult to untangle, Case added. “But when you think about what happens when industries pull out of towns, the tax base implodes, schools [are] not well funded, and the death spiral continues.”

In the past, people with low levels of education could get a job in a factory and work their way up the chain of command. “You could graduate high school, work at Bethlehem Steel, get more money every year as you get more experienced,” Deaton said, “and turn yourself into one of the famed blue-collar aristocrats of the 1970s.” Now, he added, “There’s a feeling that life has gone, and remainders of that life are getting less and less for each generation.”

To be clear, the study authors don’t buy the idea that one’s income relative to what one expected is influencing mortality. Rather, “It’s the life you expected to have relative to your father or grandfather — it’s just not there anymore,” Deaton said.

4) Other nonwhite racial groups aren’t experiencing the same mortality uptick — so it’s not just about income

As you can see here, mortality for middle-aged black people converged with mortality for middle-aged white people with low levels of education in the late 2000s (though the white population overall is still doing better than African Americans). Meanwhile, mortality rates among Hispanics continued to fall.

These other racial groups aren’t necessarily doing any better economically than their white counterparts, which is part of the reason Case and Deaton don’t accept a simple income explanation for the death uptick.

“It is possible that it is not the last 20 years that matters, but rather that the long-run stagnation in wages and in incomes has bred a sense of hopelessness,” they write. “But … even if we go back to the late 1960s, the ethnic and racial patterns of median family incomes are similar for whites, blacks, and Hispanics, and so can provide no basis for their sharply different mortality outcomes after 1998.”

Instead, the researchers think the fact that the overall life prospects for white middle-aged people without a BA have declined over time — they are doing worse than their parents on both a personal and professional level, and probably worse than they expected — is nudging mortality downward. This regression is different from the story of progress in the African American community, for example. Here’s Case and Deaton again.

The historian Carol Anderson argued in an interview in Politico (2016) that for whites “if you’ve always been privileged, equality begins to look like oppression,” and contrasts the pessimism among whites with the “sense of hopefulness, that sense of what America could be, that has been driving black folks for centuries.” That hopefulness is consistent with the much lower suicide rates among blacks, but beyond that, while suggestive, it is hard to confront such accounts with the data.

5) This story is unique to the US

The US, particularly middle-aged white Americans, is an outlier in the developed world when it comes to this mid-life mortality uptick.

“Mortality rates in comparable rich countries have continued their pre-millennial fall at the rates that used to characterize the US,” Case and Deaton write. “In contrast to the US, mortality rates in Europe are falling for those with low levels of educational attainment, and are doing so more rapidly than mortality rates for those with higher levels of education.”

If American wants to turn the trend around, then it has to become a little more like other countries with more generous safety nets and more accessible health care, the researchers said. Introducing a single-payer health system, for example, or value-added or goods and services taxes that support a stronger safety net would be top of their policy wish list. (America right now is, of course, moving in the opposite direction under Trump, and shredding the safety net.)

They also admit, though, that it’s taken decades to reverse the mortality progress in America, and it won’t be turned around quickly or easily. But there is one “no-brainer” change that could help, Case added. “The easy thing would be close the tap on prescription opioids for chronic pain.”

Unlike health care and increasing taxes, opioids are actually a public health issue with bipartisan support. Deaton, for his part, was hopeful. Paraphrasing Milton Friedman, he said, “All policy seems impossible until it suddenly becomes inevitable.”

NSA whistleblower William Binney told Tucker Carlson on Friday that the NSA is spying on “all the members of the Supreme Court, the Joint Chiefs of Staff, Congress, both House and Senate, as well as the White House.”

Binney, who served the NSA for 30 years before blowing the whistle on domestic spying in 2001, told Tucker he firmly believes that Trump was spied on.

“They’re taking in fundamentally the entire fiber network inside the United States and collecting all that data and storing it, in a program they call Stellar Wind,” Binney said.

“That’s the domestic collection of data on US citizens, US citizens to other US citizens,” he said. “Everything we’re doing, phone calls, emails and then financial transactions, credit cards, things like that, all of it.”

“Inside NSA there are a set of people who are — and we got this from another NSA whistleblower who witnessed some of this — they’re inside there, they are targeting and looking at all the members of the Supreme Court, the Joint Chiefs of Staff, Congress, both House and Senate, as well as the White House,” Binney said.

“And all this data is inside the NSA in a small group where they’re looking at it. The idea is to see what people in power over you are going to — what they think, what they think you should be doing or planning to do to you, your budget, or whatever so you can try to counteract before it actually happens,” he said.

“I mean, that’s just East German,” Tucker responded.

Rather than help prevent terrorist attacks, Binney said collecting so much information actually makes stopping attacks more difficult.

“This bulk acquisition is inhibiting their ability to detect terrorist threats in advance so they can’t stop them so people get killed as a result,” he said.

“Which means, you know, they pick up the pieces and blood after the attack. That’s what’s been going on. I mean they’ve consistently failed. When Alexander said they’d stop 54 attacks and he was challenged to produce the evidence to prove that he failed on every count.”

Binney concludes ominously indicating the origin of the deep state…

“They are like the praetorian guard, they determine what the emperor does and who the emperor is…”

ANSWER: I do not believe Washington ever said that. I tried to find the source and could not. The earliest claim is only from 1902 with no hard evidence. Yet, the words are very true. It is just questionable whether anyone in government, with the exception of Thomas Jefferson, would have ever dared to utter such a phrase.

What I can equate this to is Aristotle and Plato. To them, the Greek doctrine is very clear on this subject. The very essence of the state consists of is the essence of force. The existence of force is for Plato and Aristotle alike, a sign not of the state dignity or Majesty, but of a state’s utter failure. The more a state moves toward economic bankruptcy, the more they will use force to retain power.

The view of Aristotle and Plato, with respect to the state’s exercise of power, comes from the struggle between conflicting misconceptions of what is good or being happy. Insofar as men conceive the good or being happy, this happiness is not actually the primary exercise of virtue personally, but it is the exercise of virtue in governing an ideal state. The best states are closely knit together so that the interests of one person are the same as the interests of all. Consequently, a person who acts for his or her own interest must also act for the interest of all fellow citizens. In a way, this is Adam Smith’s Invisible Hand. It therefore would follow that discussions of Aristotle’s altruism are generally misconceived. From a collective standpoint, people are united politically and the state therefore represents their common agreement. However, when that unity breaks down into opposing forces due to self-interests as we have today (left v right), then the state historically turns to force to retain its own power. The good of the individual is subordinated to the survival of the state. Since all groups eventually divide along opposing philosophic concepts, whether a perfect union ever exists is typically measured a brief periods of prosperity in between moment of utter upheaval and chaos. The key is to eliminate the self-interest of the state which is the power of force and then if the two factions are restrained from dominating the other, then society can prevail undisturbed. The likelihood of that being sustain indefinitely appears to defy history and cycles.

Consequently, “Government Is Not Reason, It Is Not Eloquence — It Is Force” is a correct statement. It was not spoken by Washington, but it is a correct statement.
