Action Alert – ODNI Release of FISA Court Review Reveals Alarming Disconnect That Must Be Discussed Before FISA-702 Reauthorization

There is a major issue within the use of the FISA-702 authority that must be immediately understood.  A silo problem that is not being discussed within Congress as the potential for FISA-702 reauthorization is looming.

I’m setting aside my opinion of the entire process in order to just outline the facts as they appear.  I am not in support of any of this FISA process; nor do I support the baseline premise of the NSA database capturing the private electronic communication of Americans, which I do not believe is legislatively authorized to exist.

The Office of the Director of National Intelligence (ODNI) recently released the 2023 FISC opinion on FISA-702 activity as reported by the NSA, FBI and to a lesser extent CIA and NCTC [REPORT HERE].

In this report, the Foreign Intelligence Surveillance Court (FISC) is reviewing legal compliance by the NSA and FBI in accessing the NSA database that houses the private electronic records, metadata, of every American.  This is the core of the FISA-702 authorization, where 702 indicates an American citizen protected from illegal searches and seizures by the Fourth Amendment.

The NSA database contains the private electronic data (metadata) of every single American – including emails, text messages, social media posts, instant messages, direct messages, phone calls, geolocation identifiers, purchases by electronic funds, banking records and any keystroke any American person puts into any electronic device for any reason. [A big issue here is the use of Two-Factor Authentication (2FA) but that’s for a different article.]

The 2023 FISC report reviews the action of the FBI and NSA to ensure compliance with rules and restrictions in the search of this database.

The NSA and FBI report violations of the process to the FISA Court; this is somewhat of an honor system.  You may have heard FBI Director Christopher Wray recently saying they have reduced the number of unauthorized searches of this database by 80%.  The FBI has presumably tightened up the rules and restrictions on who and how this database can be searched.

The ODNI release only covers the compliance of the NSA and FBI (and the CIA and NCTC) to the FISA-702 rules.  The CIA and NCTC are foreign mission authority only, therefore they should never even be involved in searching American citizens.

FISA-702 is not supposed to apply to the Central Intelligence Agency (CIA) and/or National Counterterrorism Center (NCTC), because they are not supposed to be looking at American citizen data directly.  If the CIA or NCTC want to search the database for records of Americans, they are supposed to turn over their predicate intelligence (a foreign subject in contact with an American citizen, so they want depth on the American citizen) for determination by the FBI or NSA, who then conduct the search.  At least that’s the way it’s supposed to work.

The FISC review covers the results of the NSA and FBI as reported to the FISA Court.  The congressional oversight process looks at this FISC review as part of the reauthorization process.  The FISC report is legislatively required to be conducted and released as part of this compliance review prior to Congress considering reauthorization.  Congress may legislatively change the 702 rules prior to reauthorization or negate the 702 authorities completely, by not reauthorizing it.

Congress (House and Senate) weighs the FISC review heavily.

Here’s the issue.  There are exponentially more violations taking place than are contained in the reporting from the NSA and FBI to the FISA Court.  The FISC is only seeing one small part of the overall compliance picture.   There are way more violations taking place than the court is aware of.

This is a silo issue, where the court is isolated in a silo without receiving information from the Dept of Justice (another silo).  How do we know this?

Because the Dept of Justice Office of Inspector General (DOJ-OIG) reviews the entire U.S. government as part of the new, Trump initiated, OIG oversight of the DOJ National Security Division (DOJ-NSD).

Inspector General Michael Horowitz doesn’t just look at the FBI or NSA using the database; the OIG looks at the entire government and who has access to this NSA database to perform searches.  There is a massive disparity between the number of unauthorized searches conducted and self-reported by the NSA and FBI silos, when compared to the whole of government.  The FISA Court only hears about the NSA/FBI violations, not the unauthorized searches conducted outside the NSA/FBI by people who have access to this database.

How big is the disparity?  HUGE! 

Office of Inspector General Michael Horowitz testified April 27, 2023, that more than 3.4 million search queries into the NSA database took place between Dec. 1st, 2020 and Nov. 30th, 2021, by government officials and/or contractors working on behalf of the federal government. These search queries were based on authorizations related to the Foreign Intelligence Surveillance Act (FISA).

Within his congressional testimony, OIG Horowitz stated, “Approximately 30% of those 3.4 million search queries were noncompliant,” that is outside the rules and regulations that govern warrantless searches.  The government calls these “non-compliant searches.”  Additionally, IG Horowitz also stated that somewhere north of “10,000 federal employees have access to conduct these searches of the NSA database.”

While DOJ-OIG Horowitz is looking at the entire government, he reports these violations only into the silo of the Dept of Justice.  Horowitz does not report his findings to the FISA Court.  The violations by Horowitz, in this example over a million illegal or “noncompliant” searches, is reported internally to the DOJ (Main Justice).  The DOJ (an information silo) does not turn these findings over to the FISA Court (another information silo).

As a result, the FISC opinion of the database compliance audit is only reached with a limited perspective on the totality of the violations taking place within government.

As a result, the FISC report does not contain discussion of the violations discovered by IG Horowitz.

As a result, the House Permanent Select Committee on Intelligence (HPSCI) and Senate Select Committee on Intelligence (SSCI) do not debate the FISA-702 reauthorization with the fulsome scale of the jaw dropping abuse of the database outlined by IG Michael Horowitz.   FISA-702 reauthorization is debated in congress based on the 2023 FISC report which does not include the Horowitz review.

The 2023 FISC report is a compliance review of a very limited subset of database search queries, and only includes those done by the NSA and FBI.

Why is this only just now coming to light?

Simple answer, despite the DOJ National Security Department creation in the first year of President Obama’s term (2009 by AG Eric Holder), the Inspector General was never permitted oversight.

Despite his requests, the IG office was blocked by the DOJ-NSD for the entire Obama term in office. In 2015 the OIG again requested oversight, and it was Sally Yates who responded with a lengthy 58-page legal explanation saying essentially, ‘nope – not allowed.’ (PDF HERE) All of the DOJ is subject to oversight – except the NSD.  The claimed justification was “national security,” and the information was too sensitive.

It was not until 2017, when President Trump and AG Jeff Sessions took office, that IG Michael Horowitz was granted oversight into the DOJ-NSD.  With this oversight authority Horowitz first started his review of the FISA application used against Carter Page (2017/2018).  Then, using the problems discovered within the Page FISA application, the IG expanded the review to the entire FISA application process in the entire DOJ (2019). The initial review of the process was horrible {SEE HERE} resulting in a major report of criticism [SEE HERE] in late 2021.

From there, in late 2021 IG Horowitz began the very first compliance review, outside of the limitations of the NSA/FBI self-reporting, and looked at the totality of the FISA-702 process as it was used to access the database from December 2020 to December 2021.  His first full report was generated only a few months ago, and the IG testified to Congress. None of the FISA-702 reauthorizations, that have taken place between origination to today, have ever included a review of the entire government access, until Horowitz testified in late April.

More than 3.4 million search queries into the NSA database took place between Dec. 1st, 2020, and Nov. 30th, 2021, by government officials and/or contractors working on behalf of the federal government. This number is much, much larger than the search queries produced by NSA/FBI review to the FISA Court.

Additionally, as noted by IG Horowitz around 10,000 federal employees have access to conduct these searches of the NSA database, and his review of the searches revealed that 30% of them, that’s over a million, were noncompliant.

ACTION:  At the very least, we immediately need to contact our congressional representatives and senators and inform them the FISA-702 reauthorization cannot be appropriately debated, considered or reviewed, without the FISA Court first receiving the information from the DOJ Inspector General review of the FISA-702 process.   No FISC opinion is worth anything when it is based on a minimal subset of the actual violations that factually take place.   This is at a minimum! 

The FISC silo must receive the violation information from the silo at the DOJ.

I’ll have more on this, but for now this point is super important.

It is coming out that the Ukrainian Army General Serhiy Krivonos has openly said that Zelensky has indeed destroyed his country. He actually said, “This colossal mistake resulted in hundreds of thousands of dead Ukrainians and the destruction of a huge number of cities.”

My cousin said people from all countries go to you because they have a similar mindset. Would you agree? Why are your sources better than anyone else?

ANSWER: Zelensky is an actor – nothing more. He is destroying his country because he cares nothing about its people and plans his exit to a mansion in Miami. He always dresses in army clothing as a psychological ploy to constantly pretend he is fighting for freedom. This is such a lie, for Ukraine would never have been in such a position if Kiev did not start the civil war attacking the Donbas. This is the dissent against Putin that he did not invade Ukraine as the US did to Iraq. They are ethnic Russians who have been there for centuries in the Donbas. The US has done similar actions involving Americans in foreign nations. Zelensky wants them to surrender their language and their religion. This is absurd. He is willing to destroy his country and hopes that he will be able to sell the farmland and resources to Blackrock and live in Miami as a billionaire – tax-free, of course.

Zelensky is listed in the Panama Papers, and the fact-checkers try to divert people away from this fact. When Zelensky’s European tour took place begging for money, online claims went viral that he had purchased luxury villas in Crimea, Italy, and England with Western military aid money. This appears to be fake news. However, this may, in fact, be to cover the fact that he does have a property in Miami, most likely stashed under a fake name since this is where you find all the super-rich Ukrainians and Russians in Miami.

There are people in Ukraine, as there are in every country, who are the opposition to the current government. The Western press will never tell you about them because they are trying to create a false impression that the country is 100% behind him. Over 8 million have fled and are living mostly in Germany and Poland. They have lost everything, and many are now asking – For War? To occupy the Donbas with Russians?

People have been coming to us for decades. I have had central banks sharing info because they want it out but know that we have the largest institutional client base. Thus, they want the info to the people that matter. In addition, most journalists can spell and write nicely, but they do not know the subject matter of their writing. I remember an institutional session I did in Toronto, and the Bank of Canada took a table with 10 people. All the institutions knew who they were. They would ask me what the central bank was looking at. I would tell them, and everyone would look at that table for some reaction. When it was over, I told the head guy I hoped I did not say anything offensive. He responded it was fantastic. He wished he could tell these people outright but could not.

Even when I was invited by the People’s Bank of China during the Asian Currency Crisis of 1997, I had been warning that the capital flows shifted and turned back to Europe for the coming Euro in 1998. They said I was doing a fantastic job and to keep up the work. When I asked why they would not come out and say what I said, they replied that they could not criticize another central bank.

My sources are the best BECAUSE, in most cases, they cannot speak freely even to mainstream media, especially today. After what they did to me, it has had the OPPOSITE effect. Today, I have even more sources coming to me because they say

Interesting times. So yes, every intelligence agency reads this blog. I have the real-world experience of an international hedge fund manager, the only AI model that monitors the entire world.

Harris – Reducing the Population is a Real Goal

The White House claims that Vice President Kamala Harris made a gaff by saying that the goal was to “reduce population” when she should have said pollution. Of course, the immediate claim is that anyone disagreeing with that statement is engaging in a conspiracy theory. As they say, actions speak louder than words. She actually said the truth, and it is not a conspiracy theory. In Washington, they have been concerned with reducing population, which is the entire agenda behind climate change.

This entire LGBTQ is being pushed, but not for equality, for they won that in the Supreme Court. The military also had Don’t Ask, Don’t Tell. This transgender push is to reduce the population. Only 1.6 million people in the entire United States identify as transgender. This is only 0.0048% of the population. Yet you would think it is really a sale effort to increase that to a majority to reduce the population. Speaking to people I know who are gay, they are suffering the blunt edge of this movement, for they are being thrown into the same category. They have chanted at Pride events, “Give us your children,” but if Jeffrey Epstein said they would petition for his execution.

This is NOT ending discrimination – it is creating it! Pushing it in schools and now separating boys’ and girls’ gyms in school is somehow identifying you as racist and far right. When military parades used to take place, it was just those of the various armed services. No longer. There has to be a “pride” flag. How about flags for every religion as well?

It was NOT a gaff. They tried to change it to pollution after the fact because of the backlash. This is by no means a conspiracy theory. This has been a movement funded by the rich people behind the climate change agenda. They both go hand-in-hand on the same path to hell. Don’t forget Gates’ fund to chip all women like a dog so he can use 5G to turn off the ability even to have children.

Trudeau – A Modern-Day Caligula?

Nathaniel Pawlowski delivered a powerful speech to the European Parliament, where he called Justin Trudeau a modern-day Caligula. Pawlowski’s father, Artur Pawlowski, has been arrested numerous times for simply speaking out against the tyrannical Canadian government. Artur Pawlowski was a vocal advocate for medical freedom and continued to speak up for the people despite threats from the government. “Government has fallen,” the younger Pawlowski said, stating that Canadians have lost all freedoms under the rule of the Young Globalist WEF Leader Justin Trudeau.

Artur is being charged with criminal mischief for preaching to the Trucker Convoy in a 19-minute sermon, deemed a radical act of terrorism against the Canadian government. “If a pastor goes to prison, what can they do to the rest of us?” the son pleaded, asking the remaining free world to help his father before his trial in August. He called Trudeau a “modern-day Caligula” for stripping Canadians of all rights and ushering in tyranny under the guise of COVID. He called out the WHO for structuring a way to take away our rights as well.

You can read more about Caligula here. He is remembered for opulence, incest, and outrageous rulings, such as naming his horse a senator. While he was a poor ruler, I believe Trudeau is far more tyrannical. There are other emperors who emerged over the long course of the Roman Empire who truly struck down the people and removed all freedoms at whim.

Commodus is a good example. Commodus believed he was a god – Hercules reincarnated – and demanded to be worshipped. Commodus renamed the calendar, declaring that all the months of the year were to be renamed corresponding to his twelve names: Lucius, Aelius, Aurelius, Commodus, Augustus, Herculeus, Romanus, Exsuperatorius, Amazonius, Invictus, Felix, and Pius. He decreed that all the legions were to be renamed. Commodianae, the fleet which imported grain from Africa was termed Alexandria Commodiana Togata. Even the Senate was to be renamed the Commodian Fortunate Senate. These insane decrees were instantly abolished upon his death when he was assassinated on December 31, 192 AD.

Edward Gibbon wrote of him in his Decline and Fall of the Roman Empire:“[D]istinction of every kind soon became criminal. The possession of wealth stimulated the diligence of the informers; rigid virtue implied a tacit censure of the irregularities of Commodus; important services implied a dangerous superiority of merit; and the friendship of the father always insured the aversion of the son. Suspicion was equivalent to proof; trial to condemnation. The execution of a considerable senator was attended with the death of all who might lament or revenge his fate; and when Commodus had once tasted human blood, he became incapable of pity or remorse.” (Book 1, Chapter 4)

Still, there are more tyrants amid the Roman Empire who condemned all freedoms and appointed themselves as God over the people. Dare I refer to King Herod Antipas who arrested and later beheaded John the Baptist for speaking out against the tyrant’s marriage to his own sister-in-law, or the notorious Emperor Pontius Pilate who crucified Jesus for speaking against the government and former way of life? Those in charge do not like to have their authority questioned, even if it is in a peaceful manner.

NATO – Escalates Nuclear War

What has come out of this NATO meeting is the West is escalating the war with Russia. They are expanding the “sharing” of nuclear weapons at the request of Poland, which has always been rejected previously. This means that any nation with F35 and F16 will have available to them nuclear weapons. This is why Russia has warned that handing Ukraine F16s will mean that they must now assume they could be carrying nuclear weapons, and rightly so for Ukraine is driven by its hatred and is by no means a responsible nation-state. NATO knows that.

The entire reason NATO will not really allow Ukraine to enter while it is at war has little to do with its legal code. The Neocons are using Ukraine as their sacrificial lamb on this altar of war. As long as Ukraine is not a member yet, the Neocons can funnel everything to them; they hope that Ukraine will create some false flag to justify nuclear war with Russia as their dream come true. As RFK has pointed out, immediately upon his return, Biden ordered the deployment of 3,000 more reservists to Europe. This is simply preparing to fight Russian forces on the ground in Ukraine/Europe.

Victoria Nuland is now the #2 in the State Department. Her sister-in-law Kimberly Kagan founded the Institute for the Study of War (ISW), which is the source of much of the fake news. All the ISW does is put out propaganda about Russia that they are corrupt and weak and that we can take them down in a few weeks without nuclear weapons. This family has its roots in Ukraine. Most curious, even the New York Times wrote about this Kagan family that they were really leftists and very outspoken to the point of manipulating whatever to gain their view of the world. The question is, just why is this family such warmongers? We have a major undisclosed conflict of interest, and the Biden Administration should immediately fire Victoria Nuland and all her supporters within the Biden Administration to save the world and our nation.

Victoria Nuland is really of Ukrainian Jewish descent. Her family changed their name to try to hide their Jewish ethnic background. She really would be Nudelman, not Nuland. She is actually the daughter of Yale bioethics and medicine professor Sherwin B. Nuland, who changed his surname from Nudelman to Nuland. She retained her family name Nuland to perhaps further hide her Jewish connection by marrying Robert Kagan. Victoria speaks Russian, French, and some Chinese. Hiding her Jewish background is critical. Her father was raised by parents who were Orthodox Jewish immigrants from Ukraine. Hence, her grandparents were Jewish Meyer Nudelman (1889-1958) and Vitsche Lutsky (1893-1941). This explains why Nuland has been a public proponent for Ukraine to wage war against Russia.

France’s President Emmanuel Macron and India’s Prime Minister Narendra Modi are desperately trying to broker a peace deal. But Zelensky is pure evil. He has sold his own nation out to the Neocons for a handful of silver offered by Blackrock and JPMorgan. My Ukrainian sources have their eyes open. Zelensky is destroying Ukraine to capture the Donbas and Crimea, which have Russian Indigenous people they hate passionately. This is like trying to solve the differences between Sunni and Shite in the Middle East – not going to happen. Zelensky is simply a war criminal, and this is a land grab since the Ukrainian ethnic people have never occupied the Donbas.

Khrushchev was in charge of rebuilding Liev after World War II and drew the border for that province simply for administrative purposes, for it was Russia at the time. Khruschev grew up there in the Donbas, and he was followed by Brezhnev who was also born and raised in the Donbas. So we are to wage World War III for territory that has NEVER been Ukrainian? In Moscow, there has been a debate for decades about who is Russian. Stalin was from Georgia, and neither Khrushchev nor Brezhnev was born in Moscow.

Under the Ukrainian theory that the Donbas is Ukraine, Ukraine set the entire Cuban Missile Crisis of 1962 in motion. Does that mean that Ukraine is the real former enemy, not Russia, since Khrushchev set that in motion? This seems to explain Victoria Nuland’s sheer hatred for Russia and her constant push for war along with her husband and the propaganda from her sister-in-law at the Institute for the Study of War that is always being quoted by the press.

Handing F16s to Ukraine, combined with this NATO shift toward a nuclear-sharing agenda, means that Russia must now consider Ukraine a nuclear threat. This is an insane escalation, and it is all being driven by this Neocon dream to annihilate Russia from the face of the planet. Meanwhile, inside Russia, their anti-war experts oppose claims from their Neocons to launch a preemptive nuclear strike. This has come out and made it clear that such a push is extremely irresponsible, according to Russia’s influential think tank. There will always be pro- and anti-government segments no matter what country you visit.

Unfortunately, the Neocon thinking is to judge others by what you yourself would do:

“I know you will punch me in the face, so I will defend myself and punch you first!”

They created the Institute for the Study of War – not PEACE. They live for war – that is all they ever preach. This is their time, and they have seized all the power of the White House and will declare war, bypassing Congress and call it a required response under the NATO treaty; thus the people, nor Congress will have any say in creating World War III. This is why the 2024 election MUST be rigged for anyone other than Biden might ask questions.

Further Evidence of WWIII – DoD Budget

The Department of Defense (DoD) drastically changed its budget plan. The left is constantly complaining about how America spends too much on defense, and the White House originally decided that there would be around a 2% increase in the budget for 2024, which is average. Now, the Department of Defense is planning a 10% increase in military spending for 2024.

We are allegedly not at war, so why is the government planning a 10% increase on an $880 BILLION budget? That is a massive increase for a country allegedly not at war. The proxy war was planned long ago (see: “The Plot to Seize Russia), and the chess pieces are now in a position for the US to engage in warfare unapologetically. They need to pull the trigger on this plan before November 2024. This is the PLANNED election cancellation plan.

The US must be engaged in a full-scale war for Joe Biden to remain in power. The world knows that the lights are on and no one is home, so to speak. Biden is rapidly losing his cognitive abilities in front of the world and no one dares to impeach him for the numerous offenses made against the US. There are plenty of other candidates who even those on the left would chose ahead of Biden. The problem becomes Biden is bought and paid for – an easily managed puppet of the deep state. They need their puppet to stay at the forefront to prevent anyone from interrupting their plan.

We will not have a real 2024 US Presidential Election. They have already put funds aside for the war, and will no doubt ask for more. No sitting president has ever been ousted during a war and this is the Neocons last chance to secure power. World War III already started.
