Quantity Theory of Money (QTM) & Its Failure


QUESTION: I am most interested in your revisionist view of QTM. You debunk QTM frequently within broader topic discussions, but I’d love for you to address QTM by itself in a historical context. Perhaps starting with the Austrian darling, Henry Thornton, and his “An enquiry into the nature and effects of the paper credit of Great Britain” (1802).
Separately, are you aware of the work of De Grauwe/Polan’s “Is inflation always and everywhere a monetary phenomenon” published in the Scandinavian Journal of Economics (2005)? If not, the paper’s summary regarding QTM states that the correlation between money supply and prices is not proportional and predisposes a stable velocity of money. The authors find a stronger QTM correlation and inflation in countries with high inflation extant. In lower inflation countries, such as the U.S., the correlation is less proportional.
When I was an economics student in the 70s we were taught two holy grails of econ: Keynesianism and Monetarism. Since you debunk both theories, I’d like to hear why.

ANSWER: I go into this in great detail in the How to Trade a Vertical Market. This is not a topic for a blog post lacking the space. To shorten the response as much as possible, both Friedman and Keynes were based upon a system that was purely in theory. The government only took part of Keynes’ suggestion to increase spending even into a deficit to stimulate demand. He also never advocated perpetual spending indefinitely. Keynes also advocated lowering taxes to stimulate. Few Presidents have ever done that: JFK, Reagan, and now Trump is attempting it.

Milton argued that the Fed was following austerity and raised rates to support the dollar during the 1931 Sovereign Debt Crisis. As Friedman and Schwarz wrote, “The Federal Reserve System reacted vigorously and promptly to the external drain. . . . On October 9 [1931], the Reserve Bank of New York raised its rediscount rate to 2-1/2 per cent, and on October 16, to 3-1/2 per cent–the sharpest rise within so brief a period in the whole history of the System, before or since (p. 317).”

Milton’s premise was that the Fed was doing what Germany is doing today. They were trying to support the currency to retain confidence in the bond market rather than stimulating the economy. In theory, Milton makes sense that one should expect higher inflation if the money supply were expanded instead of contracted. There is a lot of assumptions in that statement that simply do not hold up with time.

It is by no means a one-dimensional economy. This is global and we are all connected. The overlooked aspect here is the size of government has drastically changed from the time Keynes lived and Milton published his book. The size of government has grown to consume nearly 40% of GDP on average. It is no longer the incidental observer. It can no longer raise and lower interest rates to control demand when the government is the lion share of that demand and competes against the private sector. Volcker raised interest rates into 1981 to fight inflation and succeeded in costing the government vast amounts of interest thereafter. Raising rates to curb demand may stop the private sector, but it has no influence upon government. You can not stop a Ponzi Scheme once you begin.

In Europe, increasing the money supply has had ZERO inflationary impact and has not stimulated the economy in the least. There is no one-to-one relationship. It is far more complex and it becomes a balancing act. They have been sterilizing any impact of increasing the money supply by raising taxes. The monetary increase is only coming from buying government bonds. It is not supporting the private sector but instead, it has subsidized the government sector.

 

Even our studies of interest rates have revealed the same outcome.  There is no one-to-one relationship between raising interest rates and stopping inflation or asset inflation. The stock market has NEVER peaked with the same level of interest rates twice in history. It boils down to the simple realization that people respond to the NET affect and not to theory. If you believed t6he stock market will double in one year, you will pay 20% interest. If you do not think the stock market will rally 5%, you will not pay 3%.

I have identified inflation unfolds from three primary sources. First, there can be asset inflation that is not a general inflation experience through the entire economy. Right down we see the Dow Jones has risen from the 6000 level in 2009 to 23000. That has not been matched by inflation is prices or wages.

Then there is the currency inflation. The decline in a currency will result in a corresponding rise in prices of imported goods. This was what we saw with OPEC during the 1970s and the rise in the dollar from 1980 into 1985 all-time high correspondingly produce deflation.

Then we have demand inflation. This is taking place right now in butter in Europe as prices are up 300% because of shortages.

None of these three types of inflation are created by monetary policy and they cannot be altered by trying to artificially control demand by government. The butter rally in Europe is because they maintain high quotas until 2015 when they were reformed since it produced a glut. When removed, prices fell and production collapsed. Not there is a shortage and prices have soared. This is made worse by government interference. We can see demand rise in anything caused by a shortage in that product and again this is not monetary driven.

 

Money TheoryIt comes down to a complex formula driven by CONFIDENCE. People are hoarding cash even though the quantity has increased in theory so the velocity of money has been declining. The higher the tax rate, the lower the economic growth as people hoard money (save) and that produces the decline in the velocity of money.

Lowering interest rates DOES NOTHING to stimulate the economy when the banks do not lend anyway and would prefer to park money at the Fed in excess reserves which are sterilizing and the idea of quantitative easing.

If the QTM theory worked, then the central banks’ stimulation QE should have worked. It failed. There is a lot more to this than a simple one-to-one relationship.

 

In the How to Trade a Vertical Market, I have gone into ancient examples as well. I have shown that the QTM did not hold up even in ancient times when there was no central bank. It is far more complex a subject for just a simple blog post.

The Ban on issued Coins that Commemorated Waterloo


QUESTION: Wrote said that under the EU organization, the French insisted there would be a prohibition against issuing any coin that commemorated Waterloo. Can you elaborate on that? I never heard of that clause before.

ANSWER: Yes, and Belgium defied the rule by issuing a commemorative 2.5 euro coin that was NOT for general circulation. It was a special issue collector’s coin. Great Britain also issued a commemorative 2-pound collector’s coin in 2015 also celebrating the victory at Waterloo. Both were for collector purposes and thus skirted around the prohibition included in the agreement for the Euro by the French.

The tensions between nations politically still survive throughout Europe. When the Eurostar was created so you can ride the train from Paris or Brussels to London, it was set to arrive in London at Waterloo Station. Despite the European project design to federalize Europe, the ill-feelings run deep and will remain going forward for you cannot change history.

Refugee Migration Will Keep Wages Suppressed in Europe


QUESTION: Mr. Armstrong; Here in Germany, one obvious consequence of the refugee migration has been that wages are declining for low-end jobs. I believe you had said that would be a consequence of the refugee crisis. Do you see this spreading throughout Europe?

ANSWER: It is only common sense that if you increase the labor force in the low-end unskilled area, wages must decline. Every study that has ever been conducted on this issue has shown that is the logical consequence. This is indeed what caused the riots in Philadelphia against the Irish. Wages declines in the midst of a depression. Yes this trend will spread throughout the EU.

Missing Texts? – Inspector General Horowitz Letter to Chairman Nunes – Jeff Sessions Vows Assistance…


Remember, Intelligence Committee Chairman Devin Nunes is first up; closely coordinating with House Judiciary Chairman Bob Goodlatte; closely coordinating with Senate Judiciary Chairman Chuck Grassley; and all of them coordinating with the DOJ Office of Inspector General Michael Horowitz.  This is a long developed plan.

In order to carry out the entire reform operation, communication is made through public letters. Sunlight is part of the strategy.  Questioning each other publicly and answering each other publicly is part of the strategy… the media is not used to this. Deception needs whispers. Deception doesn’t like transparency….  Brilliant strategery, by golly.

The Continued Creation of The “Fall Guy” Bill Priestap – John Brennan Edition…


Within all of the discoveries around the DOJ/FBI “Trump Operation” we are often questioned why former CIA Director John Brennan is not a specific focus.

The reason is quite simple…

Unlike some of the other conspirators, John Brennan recognized much earlier it would be in his best interests to have an exit plan to get him away from the inherent legal ramifications of the DOJ/FBI operation. Brennan was simply smarter about covering his tracks.

Early in our research we pointed this out – May of 2017.

Keep in mind, all of the referenced positions and statements come from a position where the larger intelligence leadership needed cover when it became obvious both the pre-election and post-election strategies against Donald Trump would not succeed.

ODNI Clapper, CIA Director Brennan, FBI Director Comey were foiled by NSA Director Mike Rogers telling president-elect Trump about the 2016 FBI/DOJ spy and surveillance operation on November 17th, 2016.

On May 23rd, 2017 former CIA Director John Brennan testified to congress on the Trump-Russia counter-intelligence operation which began in July 2016.  Within Brennan’s testimony he contradicted the testimony of FBI Director James Comey (March 20th, 2017) and created his own exit plan.  That Brennan exit-plan still holds value through today.

We have previously drawn attention to a particular part of former FBI Director James Comey’s testimony to congress from March 20th, 2017. The issue is when was congressional leadership, specifically the congressional intelligence oversight group called the “Gang-of-Eight”, notified of the Trump-Russia investigation (a counter-intelligence operation).

Pay close attention. On March 20th, 2017 FBI Director James Comey -together with NSA head Admiral Mike Rogers- testified to congress specifically about this notification (first three minutes of the video):

Rep. Stefanik: [01:12] …”when did you notify the White House, the DNI or congressional leadership”?

James Comey: …”good question. Congressional leadership, sometime recently they were briefed on the nature of the investigation, as I said. Obviously the department of justice has been aware of it all along”…

Watch the first 3 minutes of that video. Notice the discomfort etc. We have previously outlined why THAT is such a big deal –SEE HERE– Comey is discussing the recent notification to congress that took place approximately a week earlier mid-March 2017 .

Prior to the March 2017 congressional notification FBI Director Comey admits keeping congress in the dark “because of the sensitivity of the matter” – from July 2016 through March 2017, eight months.

Now, watch the opening statement from former CIA Director John Brennan which followed two months later.  Pay very close attention to the segment at 13:35 of this video of Brennan’s testimony as he discusses his CIA role in 2016 [Transcript included]:

Brennan: [13:35] “Third, through the so-called Gang-of-Eight process we kept congress apprised of these issues as we identified them.”

“Again, in consultation with the White House, I PERSONALLY briefed the full details of our understanding of Russian attempts to interfere in the election to congressional leadership; specifically: Senators Harry Reid, Mitch McConnell, Dianne Feinstein and Richard Burr; and to representatives Paul Ryan, Nancy Pelosi, Devin Nunes and Adam Schiff between 11th August and 6th September [2016], I provided the same briefing to each of the gang of eight members.”

“Given the highly sensitive nature of what was an active counter-intelligence case [that means the FBI], involving an ongoing Russian effort, to interfere in our presidential election, the full details of what we knew at the time were shared only with those members of congress; each of whom was accompanied by one senior staff member.”…

Brennan goes on to say the main substance of those Go8 meetings was the same as the main judgements of the January 2017 classified and unclassified intelligence assessments published by the CIA, FBI, DNI and NSA (intelligence community).

That January reference was the infamous 17 agencies report, from CIA (Brennan), DNI (Clapper), FBI (Comey) and NSA (Rogers).  All had confidence, except Mike Rogers, according to the report that Russia was attempting to interfere in the 2016 election. That Joint-Analysis Report was pure nonsense – SEE HERE.

I have previously stated that if you put the nonsensical 2016 Joint Analysis Report together with the ridiculous “Clinton/Steele Dossier” I guarantee you that’s the majority of any evidence the FBI presented to the FISA Court. Hopefully, we’ll soon find out.

John Brennan set-up his exit strategy within that May 23rd,2017, congressional testimony.  Notice how he says he briefed the Gang-of-Eight, and then turned his CIA information over to the FBI counterintelligence operation, that’s W.H. “Bill” Priestap.

Brennan testified that his specific intelligence product (CIA) was given to the FBI who were exclusively in charge of the “counter-intelligence investigation“.  What’s happening there is John Brennan following James Comey by throwing FBI Director of Counterintelligence, Bill Priestap, under the bus.

Reader Dan encapsulated it nicely in this paragraph:

[…] Brennan gave Comey/Priestap the investigative product -which had nothing to do with the Trump team- and Comey/Priestap used it to carry out Obama, Hillary, and Susan Rice’s dirty work for them. Of course Brennan was in on the whole thing and is now saving his own skin by saying ” I briefed ya’ll on everything I had with regards to Russia, anything additional that arose please talk to my buddy Comey”.

Brennan is essentially making Comey and Priestap own the “Counter-Intelligence ‘Muh Russia’” claims about the Trump campaign. Brennan’s exit Makes Comey and Priestap the fall-guys for a Robert Mueller investigative outcome he knows is based on a foundation of basic nonsense.  CIA Director John Brennan knows there’s no ‘there’ there.

The entire construct of the “Trump-Russia Investigation” was the political use of a claimed investigation in order to conduct surveillance on candidate Trump; and in the aftermath of the election weaken President-Elect Trump while simultaneously providing cover for the surveillance already conducted. There simply is no ‘there’ there because there’s no substantive evidence to support a “Trump Campaign Collusion Narrative”.

In the aftermath of the election, all of the players were paying close attention to what each of their colleagues was saying.  Obviously John Brennan realized people were focusing on Comey’s March 20th admission to congress that the FBI intentionally kept congress in the dark during the construct of the Trump-Russia counter-intel narrative.

Congress was kept in the dark during this (July 2016-November 2016) operation because the surveillance relied on innuendo, rumor, gossip etc, the “Clinton/Steele Dossier”.  The unlawful operation needed the cover of a FISA Court approval; in the aftermath of the election the investigation itself morphed into a political need; the substance was non-existent and immaterial in relation to the creation of a narrative and to provide cover.

If FBI Director James Comey had notified congress following normal protocol, via the Gang of Eight oversight, the counter-intel operation, and subsequent narrative, would have been harder to manufacture as details would have to be consistent with evidence. That was the benefit to keeping any oversight away while weaponizing the FBI/DOJ.

John Brennan in May 2017, facing the looming certainty of the underlying Russian ‘collusion evidence’ being non-existent, extricated himself from the ‘Trump Operation” by reminding everyone he briefed congress on larger Russian election interference issues.

The trouble for James Comey and Bill Priestap is Brennan’s admission that he gave everything he had to the FBI.  Brennan specifically says he gave his intelligence product to the FBI counterintelligence operation, Bill Priestap.

Brennan threw the hot-potato to Comey and Priestap and created plausible deniability for his role in a constructing a political narrative; a false narrative.

Additionally, within that same congressional appearance, John Brennan refuted the story of the week surrounding President Trump trying to influence the intelligence community.

It’s not accidental that Brennan’s exit plan was facilitated by a member of congress John Brennan admits to briefing in 2016, ‘Gang-of-Eight’ member, Adam Schiff.

That strategic positioning by John Brennan is essentially why CTH doesn’t focus too much attention on him within the rapidly unfolding events.   The only thing that could trip-up Brennan now would be for Priestap to feel the vice-closing and turn against the upper-tier conspiracy leadership to save himself.

FBI Shadow Figure Surfaces To Protect President Obama Amid Released FBI Text Messages…


CTH has been pointing out this shadowy figure for almost a year.  Today, his appearance in Text Messages, explains why…

W.H. “Bill” Priestap is the FBI Head of Counterintelligence.  Priestap was one of the first FBI officials who caught our attention (spring of 2017) because FBI Director James Comey mysteriously pointed a finger upon him during testimony to congress on March 20th, 2017 [Although Comey didn’t use Bill Priestap’s name, only his position].

James Comey said last year the reason the FBI did not inform congress of the ongoing eight month counterintelligence investigation (required by congressional intelligence oversight), which began in July 2016 into candidate Donald Trump, was because Bill Priestap specifically told Director Comey not to inform congress or intelligence oversight.

That March 20th, 2017, Comey testimony -and the exponential ramifications therein- largely remained under the radar until late last year when Intelligence Chairman Devin Nunes and the Office of Inspector General began presenting information that painted a very disturbing picture of the DOJ/FBI motive to keep their suspicious activity hidden.

As a result of growing concern surrounding the political endeavors of the Dept. of Justice, Devin Nunes included FBI Asst. Director Bill Priestap in his witness demand to the DOJ.  According to the response letter provided by Asst. AG Rod Rosenstein, Priestap will be presented to the House Intelligence Committee soon for questioning.

Yesterday, a key aspect of Bill Priestap surfaced, in a semi-related matter, surrounding the Clinton email investigation.

In a letter from Senator Ron Johnson (Committee overseeing Homeland Security) to FBI Director Christopher Wray, Bill Priestap surfaces.  [full pdf here]

On page #2, Johnson points out that prior information from the FBI showed that Secretary of State Hillary Clinton communicated via email with President Obama:

Obviously President Obama could be at risk within the unlawful Secretary Clinton use of unauthorized and non-secure email controls.  President Obama previously stated he had no knowledge of Secretary Clinton using non-governmental email.

Transparently, the fact that President Obama and Hillary Clinton were emailing each other, indicates President Obama did in fact know of Clinton’s email account structure.  The electronic communication between Clinton and Obama now becomes a risk.

Enter FBI Director of Counterintelligence Bill Priestap to clean up a messy issue.

From the text messaging between FBI Agent Peter Strzok and DOJ/FBI Lawyer Lisa Page, we see that Bill Priestap helped create the carefully worded manuscript FBI Director James Comey delivered in July 2016 to extricate Clinton from her illegal action. However, Bill Priestap’s editorial focus was very specific:

It was Asst. FBI Director W.H. “Bill” Priestap, in his role within the DOJ/FBI “small group”, who removed the connection of President Obama to the email account of Secretary Clinton:

That removal is one of the more consequential changes that appears to have taken place in changing Comey’s transcript.  That change held massive potential ramifications.

This is yet another indication that Bill Priestap is a key and central figure inside this conspiracy.   Bill Priestap was FBI Agent Peter Strzok’s direct boss.

Also, as head of FBI counterintelligence, Priestap would have to sign off on the use of Fusion-GPS (aka: Bean LLC, aka, Glenn Simpson), Crowdstrike, and/or any FBI contractor who was allowed access to, or received information from, the FBI database.

What Asst. AG John P Carlin (DOJ – National Security Division), is to the DOJ FISA-702 side of the entire operation, so too is Asst. FBI Director Bill Priestap on the FBI side of the FISA-702 operation – and much more.

Deep Weeds Beyond “The Big Ugly”…


Allow me to share right away that if you haven’t followed the entire fourteen months of discussion surrounding The Big Ugly, this is not a discussion thread you will enjoy.

This is more digestible by those who have a comprehensive understanding of the 2016 back-story behind the DOJ and FBI surveillance program of Candidate Donald Trump, then President Trump, and the FISA-701(16)(17) issues therein.

On this subject, as with a few in the past, CTH has presented intricacies beyond the current story.

Oddly, when this happens, and specifically because of our prior crowd-sourcing track record, we pick up ‘nodes’, operational insiders who are curious about how we construct and predict seemingly invisible action.

That said, this entire Justice Department surveillance operation did not start with candidate Donald Trump.  It has been going on, albeit with slightly different methods, for many years.  The past 20 +/- years have seen an exponential growth of the electronic use of U.S. Justice Department political surveillance.

Hundreds of federal and state officials are monitored, and the reason therein is not as riddled with complexity as we might think.  The motives are not deep, they’re shallow. Ultimately, it is all about money.  If an entity can know, in advance, what actions are going to be taken by State and Federal officials, an entity can make massive amounts of money.  Think about government contract bids submitted electronically as one example.

There are billions of billions to be made with the right information.  As such, there are millions of millions to be spent on obtaining that information.  Everything is up for sale.

Hardware and infrastructure is not installed by government; it is installed by contractors who work for government.  Hardware is not manufactured by government, it is manufactured by contractors.  Which is more valuable: the door key into your home or the pass-code for the security system?

The metadata collection Ed Snowden discussed was the tip of the iceberg.  Snowden was inside the system, he discussed how information was gathered.  Snowden never discussed who actually controls the weaponization of the information from the outside.  Who pays?

Who pays for access to systems?  Who pays the DOJ and FBI officials for access?  Who pays for the information.  Ultimately, who controls that information.  It is all connected.

A reasonable guess would be eight-out-of-ten federal politicians are paid by entities outside government for access to existing systems and hardware.  Just because the system is intelligence, and might have national security ramifications, doesn’t change the process.

Just like lobbyists paying politicians to write legislation beneficial to those paying for services, so too are foreign and domestic entities paying for access to federal and state information.  This has been happening so frequently the actual scale of the problem is larger than any capacity of the system to self-correct internally.

Almost every entity within the current political system is dependent on retention of a pay-for-information network that has been built-out over the past 15+/- years.  The scope of the growth in selling political information began escalating with Bill Clinton, by the first-year of President Obama’s second-term the growth was exponential.

Look at the number of people occupying K-Street offices in Washington DC.

Consider the sheer growth volume of lobbying expenditures:

♦ Selling Information – There are massive metadata files on all key public officials.  The higher the official is in the influence chain, the move valuable their data-file.   Within their file EVERYTHING about them is available for purchase.  What they do, what they purchase, who they call, where they are, who they lunch with, who paid, what they ate, where they travel, what they are working on, etc. everything is available.

If an entity has a financial stake based on engagement with one or more of those officials, it is entirely possible to purchase the file (whole or in part).   This is the type of data, the type of business model, that Glenn Simpson, Bean LLC, aka ‘Fusion-GPS’ engage with.

Every keystroke the targeted official enters, in business or profession, is available for purchase; so too is the same information available on every one of their colleagues and family members; and that purchase can extend to their friends and their friends families.

The Awan Brothers were simply brokers for this type of information.

It is a massive business.  The annual federal budget is $4,000,000,000,000.00 +/-

Four trillion is four thousand billions.

It is specifically because of the financial opportunity within this business model the United States Justice Department has been corrupted.  Institutionally corrupted, top-to-bottom.

It is almost beyond the scope of us to understand is how incredibly difficult this is to fix.

What Chairman Devin Nunes, Chairman Bob Goodlatte, Chairman Chuck Grassley and Inspector General Michael Horowitz are trying to do is no less than an institutional purge to the entire U.S. Justice Department, while simultaneously keeping it running.

Beyond what those reformers are attempting we have the U.S. State Department – same problem, same scale, same issues.  Secretary Rex Tillerson is only beginning to scrape the surface of the problem.

Imagine how much more challenging it would be if the corrupt institution currently being confronted by Nunes, Goodlatte, Grassley and Horowitz was spread over the entire planet?

Think about it?

That’s currently Secretary Tillerson’s challenge to manage and control…..

…. we haven’t even begun to fathom that yet.
